About this opportunity

The California Department of Corrections and Rehabilitation (CDCR) is soliciting bids under IFB C5613351-D for concrete debris removal and slope stabilization at the Richard J. Donovan (RJD) Correctional Facility, 480 Alta Rd, San Diego, with a mandatory bidders' walk-through on November 18, 2026 and electronic bids due December 9, 2026. Bidders must attend the walk-through or send a representative, and failure to participate eliminates the bidder.

Eligibility filters include an "A" General Engineering Contractor or "C-12" Earthwork and Paving Contractors license plus a "HAZ" Hazardous Substance Removal Certification. A California reciprocal preference under Public Contract Code Section 6107 is available only to bidders certifying as California companies with a licensed California contractor status and specified principal place of business requirements. A five percent small business preference applies to certified small/micro businesses, and non-small businesses may claim five percent by committing to at least twenty-five percent small/micro subcontractor participation. Both preferences are capped at $50,000. DVBE incentives of one to five percent apply based on participation levels, and certified DVBE subcontractors must be listed if used toward goals.

Scope covers clearing and grubbing the work area, removing crushed concrete debris to six inches deep, regrading approximately 10,000 cubic yards of soil to slopes no steeper than 3:1, and hydroseeding disturbed areas under stormwater best management practices. Compliance requires SWPPP development, NPDES General Permit requirements, and HAZWOPER training. The site contains approximately 4.8 acres of illegally placed inert fill, estimated at 44,000 cubic yards. Work runs daylight hours, Monday through Friday, excluding state holidays. Prevailing wage applies, along with Department of Industrial Relations public works registration. Subcontractors exceeding one-half of one percent of the total bid must be disclosed with their CSLB and public works registration numbers.

The State's estimate is $702,614.00. Bidders must price all three phases in the Excel Exhibit B-1 rate sheet, and blank items may result in rejection. Payment is progressive, made monthly in arrears upon completion of each phase. A bid bond or security deposit of ten percent is required, along with payment and performance bonds upon award. The contract begins on issuance of the Notice to Proceed and terminates April 30, 2028.

Letters of inquiry are due November 24, 2026. Bids are due electronically December 9, 2026 at 11:00 a.m., with public opening December 10, 2026 at 2:00 p.m. No incumbent is named.
