Queen Mary Village Demolition Pre-Bid Conference Materials
This is a pre-bid conference document prepared by the City of Long Beach, California, for the Queen Mary Village Demolition project located at 1126 Queens Highway, Long Beach, CA 90802. The project involves the demolition of buildings, foundations, and exterior improvements (planters, brickwork, etc.), site regrading, construction of a retaining wall, and repaving to create additional parking and event space. The site is divided into upper and lower sections with a 3-4 foot elevation difference that will be maintained post-construction. The project duration is 55 calendar days with an engineer's estimate of $1,250,000. A mandatory pre-bid conference was held on February 13, 2025, at 11:00 a.m., with an optional job site walkthrough scheduled for February 14, 2025, at 11:00 a.m. The bid advertisement date was February 10, 2025, with the bid due date and opening scheduled for February 21, 2025, at 10:00 a.m. The request for information deadline is February 14, 2025, close of business, with responses posted by February 18, 2025. Council award is estimated for March 2025, with contractor mobilization required no later than April 1, 2025.
Bids must be submitted electronically through Long Beach Buys (R-7265) by the February 21 deadline. Qualified bidders must hold a California A and/or B Contractor License and provide bid security of not less than 10% of the bid amount and self-performance security of 30%. The project is subject to California Prevailing Wage regulations (Labor Code § 1720) with 2024-2 wage rates applicable. The project includes a Project Labor Agreement (PLA) with requirements for union versus non-union contractors, a 40% local hire goal, 10% transitional/veteran worker hire goal, apprenticeship requirements, and a mandatory jobs coordinator and pre-construction conference. Certified payrolls must be uploaded weekly to LCPtracker, with monthly monitoring by a labor compliance consultant. The site contains asbestos in roof and floor mastics, roofing materials, exterior stucco, and window putty, requiring two separate permits from SCAQMD for intact materials and subterranean pipes. A City of Long Beach construction and demolition recycling deposit is required. Contractors and all subcontractors must be registered with the Department of Industrial Relations, and contractors must review all addenda and acknowledge addendum requirements, including job site walkthrough and site examination forms.
