About this opportunity
The Texas Health and Human Services Commission (HHSC) is seeking a General Contractor to perform generator replacements at the Abilene State Supported Living Center, located at 2501 Maple Street in Abilene, Texas. The project (25-101-ABL) requires furnishing all labor, materials, equipment, supervision, quality control, and services necessary to complete comprehensive generator replacement work according to specified project drawings and specifications. Mandatory requirements include attending a facility site visit on either December 8 or 9, 2025, at 10:00 a.m. Central Time, with an optional pre-proposal webinar scheduled for December 4, 2025. Proposal submissions are due by January 8, 2026, at 10:30 a.m. Central Time, with a public proposal opening via webinar on January 13, 2026. The contract will be awarded using a best value selection methodology, with evaluation criteria including Relevant Construction Services Ability and Experience (30%), Quality and Safety Programs (5%), Proposed Methodology (25%), and Pricing (40%). Respondents must demonstrate a minimum of five years in business or have principals with equivalent ownership/executive management experience in similar construction services.
The procurement includes a Historically Underutilized Business (HUB) Subcontracting Plan requirement, as the contract value exceeds $100,000. Contractors must submit three project references of comparable scope and complexity, along with a letter of intent from a surety company demonstrating financial solvency and bonding capacity. Respondents must provide a security bond of at least 5% of the total proposed cost and, for contracts valued at $1 million or more, submit a Disclosure of Interested Parties form (TEC Form 1295). The project has an estimated value of approximately $14,000,000, with an anticipated Notice of Award in February 2026 and a projected contract start date in March 2026. Winners must be currently authorized to do business in Texas and maintain good standing certification from the Texas Comptroller's Office. The fixed-price contract does not specify any renewal options, and the scope is specifically focused on generator replacements at the Abilene State Supported Living Center to ensure reliable backup power systems for the facility.
