About this file
Summary
This is a comprehensive project specifications document prepared by ACR Engineering, Inc. for the Texas Health and Human Services Commission (HHSC) regarding generator replacement work at the Abilene State Supported Living Center located at 2501 Maple Street in Abilene, Texas (HHS Project No. 25-101-ABL). The project requires a General Contractor to furnish all labor, materials, equipment, supervision, quality control, and services necessary to replace emergency generators across 24 buildings in the base bid, with additional alternate work in Buildings 547, 656, 659, 641, 665, and 664. The scope encompasses demolition of existing generators, installation of new emergency generators with complete electrical systems including conduits, breakers, disconnects, automatic transfer switches (ATS), fire alarm modifications, fencing, docking stations, power panels, and utility connections as shown on contract drawings. The phasing plan requires installation to be performed in a specific 14-phase sequence with minimal power interruptions to maintain facility operations during construction. Contractors must attend a mandatory site visit on December 8 or 9, 2025, at 10:00 a.m. Central Time, with an optional pre-proposal webinar on December 4, 2025. Proposal submissions are due January 8, 2026, at 10:30 a.m. Central Time, with public proposal opening scheduled for January 13, 2026. The anticipated Notice of Award is February 2026, with a projected contract start date in March 2026.
The estimated project value is approximately $14,000,000 under a fixed-price contract with no renewal options. Awards will be determined using best value selection methodology with evaluation criteria including Relevant Construction Services Ability and Experience (30%), Quality and Safety Programs (5%), Proposed Methodology (25%), and Pricing (40%). Contractors must demonstrate a minimum of five years in business or have principals with equivalent ownership or executive management experience in similar construction services. A Historically Underutilized Business (HUB) Subcontracting Plan is required due to the contract value exceeding $100,000. Respondents must submit three project references of comparable scope and complexity, a letter of intent from a surety company demonstrating financial solvency and bonding capacity, and a security bond of at least 5 percent of the total proposed cost. For contracts valued at $1 million or more, a Disclosure of Interested Parties form (TEC Form 1295) must be submitted. Winners must be currently authorized to do business in Texas and maintain good standing certification from the Texas Comptroller's Office. The work schedule operates between 8:00 a.m. and 5:00 p.m., excluding Saturdays, Sundays, and state holidays, and all work must be completed within a specified calendar period from the Notice to Proceed.
