About this file
This is a Respondent's/Contractor's Signed Pricing Proposal Form submitted by DMoran865 for Project 25-101-ABL, a generator replacement project managed by the Texas Health and Human Services Commission (HHSC) at the Abilene State Supported Living Center in Abilene, Texas. The project requires a General Contractor to furnish all labor, materials, equipment, supervision, quality control, and services necessary to complete comprehensive generator replacement work. Mandatory site visits were scheduled for December 8 or 9, 2025, at 10:00 a.m. Central Time, with an optional pre-proposal webinar on December 4, 2025. Proposal submissions were due by January 8, 2026, at 10:30 a.m. Central Time, with a public proposal opening scheduled for January 13, 2026. The contract will be awarded using best value selection methodology based on Relevant Construction Services Ability and Experience (30%), Quality and Safety Programs (5%), Proposed Methodology (25%), and Pricing (40%). The anticipated Notice of Award is scheduled for February 2026, with a projected contract start date in March 2026.
The estimated project value is approximately $14,000,000 under a fixed-price contract with no renewal options. Respondents were required to demonstrate a minimum of five years in business or have principals with equivalent ownership/executive management experience in similar construction services. A Historically Underutilized Business (HUB) Subcontracting Plan is required as the contract value exceeds $100,000. Contractors must submit three project references of comparable scope and complexity, provide a security bond of at least 5% of the total proposed cost, and submit a letter of intent from a surety company demonstrating financial solvency and bonding capacity. For contracts valued at $1 million or more, a Disclosure of Interested Parties form (TEC Form 1295) must be submitted. Winners must be currently authorized to do business in Texas and maintain good standing certification from the Texas Comptroller's Office.
