About this file
This is an evaluation tool document for a General Contractor Request for Proposal (RFP) issued by the Texas Health and Human Services Commission (HHSC) for generator replacements at the Abilene State Supported Living Center in Abilene, Texas. The project (25-101-ABL) requires contractors to furnish all labor, materials, equipment, supervision, quality control, and services necessary to complete comprehensive generator replacement work. Mandatory requirements include attendance at a facility site visit on December 8 or 9, 2025, at 10:00 a.m. Central Time, with an optional pre-proposal webinar scheduled for December 4, 2025. Proposal submissions are due January 8, 2026, at 10:30 a.m. Central Time, with a public proposal opening via webinar on January 13, 2026. The Notice of Award is anticipated in February 2026, with a projected contract start date in March 2026. The contract is a fixed-price agreement with no renewal options specified.
The evaluation criteria allocated 40% weight to proposed pricing, 30% to relevant construction services ability and experience, 25% to proposed methodology, and 5% to quality and safety programs. Contractors must demonstrate a minimum of five years in business or have principals with equivalent ownership or executive management experience in similar construction services and must submit three project references of comparable scope and complexity. The project has an estimated value of approximately $14 million and requires a security bond of at least 5% of the total proposed cost. A Historically Underutilized Business (HUB) Subcontracting Plan is required as the contract value exceeds $100,000. Respondents must provide a letter of intent from a surety company demonstrating financial solvency and bonding capacity, and for contracts valued at $1 million or more, submit a Disclosure of Interested Parties form (TEC Form 1295). Winners must be currently authorized to do business in Texas and maintain good standing certification from the Texas Comptroller's Office.
