About this file

This is a project specification document and technical submittal requirements package for the Texas Health and Human Services Commission's generator replacement project at Abilene State Supported Living Center in Abilene, Texas. The project, designated HHS Project No. 25-101-ABL, requires a general contractor to furnish all labor, materials, equipment, supervision, and services for the complete replacement of emergency generator systems across 24 buildings in the base bid scope, with additional alternate bids for five additional buildings. The work encompasses removal of existing generators, installation of new emergency generators with all required components, electrical installations, wiring, conduits, breakers, disconnects, fire alarm modifications and re-certifications, fencing, docking stations, power panels, integrated power centers, and utility connections. The contract must be performed with the facility fully occupied and operational throughout the construction period, with scheduled power shutdowns limited to no more than 8 hours between 8:00 a.m. and 5:00 p.m. The contractor must submit detailed phasing plans, progress schedules using Critical Path Method, shop drawings, submittals, and schedules of values prior to commencing work. Mobilization submittals must be approved before on-site work begins, and technical submittals marked for approval must be reviewed by the architect/engineer and owner. The project requires adherence to multiple technical standards, codes, and facility-specific working conditions including speed limits of 15 mph, vehicle security protocols, identification badges for all personnel, coordination with facility maintenance departments, and strict adherence to infection control and safety requirements.

The contract specifications establish comprehensive requirements for waste management, utility coordination, safety protocols compliant with OSHA standards, and fire protection system modifications according to NFPA standards. All removed generators and automatic transfer switches must be salvaged and returned to the owner, with boilers and domestic water storage tanks also designated for salvage at the facility's discretion. The contractor is responsible for all testing costs and must maintain as-built drawings with red-line notations throughout the project, providing electronic AutoCAD files to the architect/engineer upon completion. Operation and maintenance manuals must be provided in three copies with tabs, indices, wiring diagrams, and parts lists, with all manufacturer warranties transferred to the facility upon final acceptance. A notarized certificate confirming no asbestos-containing materials were incorporated into the work must be submitted. The project establishes specific facility-focused requirements including sign-in procedures at the plant manager's office, protection of residents through debris prevention protocols addressing pica concerns, prohibition of photography of residents, restrictions on contact with facility individuals, and reporting of accidents to security and the superintendent. Working hours are normally 8:00 a.m. to 5:00 p.m., Monday through Friday, excluding state holidays, with provisions for temporary generator provision to maintain emergency power during utility outages and scheduled power shutdowns.
