About this file
This is a Facility Specific Policies and Procedures document issued by the Texas Health and Human Services Commission for the Abilene State Supported Living Center, which outlines mandatory campus rules and regulations that contractors must observe during generator replacement work on the facility premises. The document establishes operational guidelines including a 15 miles per hour speed limit, designated parking areas, vehicle security requirements, and pedestrian right-of-way protocols. All work site requirements mandate that tools and equipment remain properly secured at all times, with no unsecured work sites permitted. The project encompasses comprehensive generator replacements at the facility located at 2501 Maple Street in Abilene, Texas, with a mandatory site visit scheduled for December 8 or 9, 2025, at 10:00 a.m. Central Time and an optional pre-proposal webinar on December 4, 2025. Proposal submissions are due January 8, 2026, at 10:30 a.m. Central Time, with public proposal opening on January 13, 2026. The anticipated Notice of Award is February 2026, with a projected contract start date in March 2026.
The contract has an estimated value of approximately $14,000,000 and requires a fixed-price arrangement with a security bond of at least 5% of the total proposed cost. Evaluation criteria include Relevant Construction Services Ability and Experience (30%), Quality and Safety Programs (5%), Proposed Methodology (25%), and Pricing (40%). Respondents must demonstrate a minimum of five years in business, submit three comparable project references, provide a letter of intent from a surety company, and comply with Historically Underutilized Business (HUB) Subcontracting Plan requirements. Additional campus policies prohibit firearms, alcoholic beverages, animals, tobacco use, vaping, and contact with facility individuals. All contractors must be currently authorized to do business in Texas and maintain good standing certification from the Texas Comptroller's Office. The contract contains no renewal options and is focused exclusively on generator replacement to ensure reliable backup power systems for the facility.
