About this file
This is an Addendum 4 responses document prepared by the Texas Health and Human Services Commission (HHSC) addressing 55 questions submitted by bidders regarding Project 25-101-ABL, Generator Replacements at Abilene State Supported Living Center (Solicitation Number HHS0016014v2). The project involves comprehensive generator replacement work at a state-supported living facility, with mandatory facility site visits scheduled for December 8 or 9, 2025, and proposal submissions due by January 8, 2026, at 10:30 a.m. Central Time. The project encompasses replacing multiple generators across numerous buildings at the facility, with detailed specifications and drawings provided in multiple attachments. Key clarifications include confirmation that temporary generators are for backup power during utility outages only, with buildings remaining on utility power during construction; approval of on-site storage for new generators and fuel tanks when secured with chain-link fencing; acceptance of alternate generator manufacturers (including HiPower, Cumming, and Kolar) subject to owner approval; and confirmation that all removed generators and automatic transfer switches (ATSs) must be salvaged and returned to the owner. Additional responses address technical specifications such as ATS voltage and amperage ratings, LSI panel locations, conduit sizing, concrete pad requirements, pavement details, emergency lighting specifications, and fire alarm system integration with the new generators.
The estimated project value is approximately $14,000,000, with best-value selection methodology based on evaluation criteria including relevant construction experience (30%), quality and safety programs (5%), proposed methodology (25%), and pricing (40%). Contractors must demonstrate a minimum of five years in business, provide three comparable project references, and submit a surety letter confirming bonding capacity and financial solvency. A 5% security bond is required, and contracts exceeding $1 million require submission of a Disclosure of Interested Parties form (TEC Form 1295). The project includes mandatory Historically Underutilized Business (HUB) subcontracting plan requirements due to the contract value exceeding $100,000. An optional pre-proposal webinar is scheduled for December 4, 2025, with public proposal opening via webinar on January 13, 2026. The anticipated Notice of Award is February 2026 with a projected contract start date in March 2026. This is a fixed-price contract with no renewal options specified, and all contractors must be authorized to do business in Texas and maintain good standing certification from the Texas Comptroller's Office.
