About this opportunity

The Michigan Department of Transportation (MDOT) is procuring hot mix asphalt (HMA) single-course mill and fill services for the Coldwater Welcome Center located on Interstate 69 Northbound in Ovid Township, Branch County. This Request for Proposal (RFP) was issued on August 9, 2021, with a proposal submission deadline of 3:00 p.m. Eastern on August 19, 2021. Bidders must submit technical questions by 3:00 p.m. Eastern on August 12, 2021, with answers posted by August 13, 2021. The project scope encompasses cold milling of approximately 13,800 square yards of HMA surface, placement of 1,195 tons of HMA 4EL material, hand patching (1 ton), pavement markings totaling approximately 10,226 linear feet in white, yellow, and blue waterborne configurations, erosion control measures including 13 inlet protection fabric drops, and traffic control devices (45 plastic drums, 11 lighted Type III barricades, one portable changeable message sign, and 54 square feet of temporary prismatic signs). The work must commence by September 27, 2021, with hot mix asphalt cold milling, resurfacing, and initial pavement markings completed within three consecutive calendar days, and final project completion required by October 29, 2021. Contractors must be prequalified with MDOT in HMA, Category C, maintain a minimum of two lanes of traffic on Northbound I-69 at all times, and submit an Internal Traffic Control Plan (Type A) at the mandatory preconstruction meeting for Engineer approval. Evaluation will be conducted on a pass/fail basis for acceptance and completion of the Statement of Work, Confidential Treatment Form, Vendor Questions Worksheet, and Standard Contract Terms, with award to the responsive and responsible bidder offering the lowest price. The State will also consider prior performance, economic impact to Michigan, total-cost-of-ownership factors, and qualified disabled veteran/service-disabled veteran-owned business status.

The RFP does not establish specific set-aside designations for disadvantaged enterprises; however, the State will consider qualified disabled veteran-owned business and service-disabled veteran-owned business status during evaluation. No incumbent vendors or current contractors are identified in the procurement documents. The contract requires compliance with Buy America requirements for steel and iron products, E-Verify employment eligibility verification, and prevailing wage standards. All proposals must be submitted electronically through the Michigan SIGMA VSS system in modifiable format with individual attachments limited to 6 MB, and pricing must be submitted separately from other proposal documents. Contractors must provide Commercial General Liability insurance ($1,000,000 per occurrence/$2,000,000 general aggregate), Automobile Liability ($1,000,000 per accident), and Workers' Compensation coverage from carriers rated A- or better by A.M. Best. Liquidated damages of $800 per day apply for late or improper completion. While the specific contract award value is not explicitly stated in the procurement documents, contracts equal to or greater than $250,000 require State Administrative Board approval, and payment will be made based on actual quantities of work completed with adjustments applied through a Percent Within Limits quality assurance program for HMA materials.
