About this opportunity

The City of Santa Monica Police Department is seeking proposals for a comprehensive Parking Citation Issuance System to support approximately 200,000 annual parking citations issued by 30 Parking Enforcement Officers. The procurement requires a mobile citation solution compatible with iOS-based handheld devices and Zebra mobile printers that can integrate with existing city infrastructure, including multi-space meters, the California DMV, Automated License Plate Readers, payment verification machines, and the city's parking permitting system. The RFP was released on January 6, 2026, with a question submission deadline of January 13, 2026, and a proposal submission deadline of February 2, 2026, at 3:00 PM. The contract will be a firm-fixed agreement with an initial five-year term. Proposals will be evaluated across eight criteria totaling 100 points: Work Plans (15 points), Value Add/Breadth of Service (10 points), Project Team (10 points), Experience (15 points), Cost (20 points), Quality of Work/Technical Capabilities (15 points), System Usability (10 points), and Security and Data Privacy (5 points).

The current citation processor is Modaxo, and the City prefers a cloud-based back-end solution but will accept on-premises hosting with specified server requirements. Proposers must hold a City of Santa Monica business license if physically located in or conducting business within the city. The Living Wage Ordinance applies to contracts exceeding $54,200, requiring a minimum wage of $22.50 for covered employees. The City reserves the right to request best and final offers, select multiple vendors, or reject all proposals. Insurance requirements are comprehensive, including Commercial General Liability ($1,000,000 per occurrence), Automobile Liability ($1,000,000 per accident), Workers' Compensation, and Technology Professional Errors and Omissions/Cyber Liability ($1,000,000 per occurrence or $2,000,000 annual aggregate). The proposal will remain a firm offer for 180 days after the submission deadline, and successful vendors must comply with detailed data security requirements aligned with NIST, CIS controls, ISO/IEC, SOC 2, and ITIL standards.
