About this opportunity

Collier County, Florida is pursuing a single-source procurement for WebEOC Hosted services from ESI Acquisition, Inc., a specialized web-based emergency management software solution. The procurement covers a five-year contract period from May 1, 2026, through April 30, 2031, focusing on hosted services subscription, maintenance, and performance updates. WebEOC provides critical emergency management capabilities, enabling information sharing during major emergencies and disasters, facilitating resource brokering, and supporting both day-to-day and emergency operations. The county intends to award this contract directly to ESI without competitive bidding, citing the company's unique position as the sole developer and licensor of the WebEOC product. Interested parties have until February 3, 2026, at 3:00 p.m. to submit responses through the Collier County Procurement Services Division Online Bidding System, with the opportunity to contest the single-source designation by providing written documentation demonstrating alternative qualified sources.

The procurement appears to have no specific set-aside designations or restrictions on responding organizations. ESI Acquisition, Inc. is positioned as the exclusive vendor for this technology, with no mention of incumbent vendors or alternative providers. The notice indicates that no pricing information is requested or permitted in responses, and the single-source justification is listed with "NO VALUE," suggesting the procurement is driven by technological specificity rather than traditional cost considerations. While the document does not outline a specific budget range, the comprehensive nature of the WebEOC services implies a significant technological investment in emergency management infrastructure. The Procurement Services Division and the requesting department retain sole discretion in determining the single-source status, and their decisions are not subject to objection, protest, or appeal, emphasizing the specialized nature of this technological procurement.
