About this opportunity
The Texas Health and Human Services Commission (HHSC) issued Request for Qualifications (RFQ) No. HHS0016852 on April 20, 2026, to establish Master Contracts with a pool of professional audit services providers serving Travis County and the City of Austin. This solicitation seeks qualified firms to provide comprehensive audit services including financial audits, performance audits, attestation engagement examinations, Managed Care Organization (MCO) Financial Statistical Reports audits, MCO Risk Assessments, financial reimbursement audits, special purpose audits, and other audit services as required, all conducted in accordance with the Institute of Internal Auditors' International Standards and the Government Accountability Office's Generally Accepted Government Auditing Standards (GAGAS). Key deliverables include audits of approximately 20 to 22 MCOs and Dental Maintenance Organizations annually with 8 to 9 months allocated for completion, with work performed primarily at HHSC's Division of Medical and Social Services in Austin, though field work and on-site visits may be required. Respondents must demonstrate minimum qualifications including five years in business, employment of at least one licensed Certified Public Accountant (CPA), three years of audit experience under applicable standards, and financial solvency; key personnel must include a Certified Internal Auditor (CIA), Certified Information Systems Auditor (CISA), two Certified Fraud Examiners (CFEs), and a senior CPA with Medicaid/Medicare experience. The evaluation will utilize a best value approach with Qualifications and Experience weighted at 60 percent and Project Work Plan weighted at 40 percent, with pricing excluded from evaluation. Critical dates include a pre-proposal conference on April 27, 2026, a written questions deadline of April 28, 2026, response submission deadline of May 18, 2026, at 10:30 a.m. Central Time, tentative award notice in September 2026, and contract effectiveness anticipated in November 2026.
The Master Contract will have an initial term of three years with options for two one-year renewals plus potential extension of up to nine months for service continuity, with the total cumulative compensation for all Work Orders under any single contract not to exceed $22,500,000 and HHSC retaining the right to increase this amount if additional funding becomes available. HHSC anticipates issuing 10 to 15 Work Order Agreements annually under these Master Contracts, with individual work order pricing determined competitively on a work order basis and subject to appropriations and fund availability. All respondents, regardless of Historically Underutilized Business (HUB) certification status, must submit a completed HUB Subcontracting Plan demonstrating good-faith effort to utilize HUBs, with a designated HUB utilization goal of 23.7% for this Professional Services Contract; probable subcontracting opportunities exist in Automated Information System Services, Accounting and Auditing Services, Financial Services, and CPA Services.
