About this file
This document is Attachment 1 to Addendum 4 of Request for Qualifications (RFQ) No. HHS0016852, issued by the Texas Health and Human Services Commission (HHSC) to establish Master Contracts with a pool of professional audit services providers. The RFQ seeks qualified firms to provide comprehensive audit services including financial audits, performance audits, attestation engagements, Managed Care Organization (MCO) Financial Statistical Reports audits, MCO Risk Assessments, and financial reimbursement audits, all conducted in accordance with the Institute of Internal Auditors' International Standards and Government Accountability Office's Generally Accepted Government Auditing Standards. HHSC anticipates issuing 10 to 15 Work Order Agreements annually under the Master Contracts. The response submission deadline is May 18, 2026, at 10:30 a.m. Central Time, with a pre-proposal conference scheduled for April 27, 2026, and a written questions deadline of April 28, 2026. The Master Contract will have an initial term of three years with options for two one-year renewals plus potential extension of up to nine months, with the total cumulative compensation for all Work Orders under any single contract not to exceed $22,500,000.
This amendment introduces critical new requirements, most notably that respondents must obtain TX-RAMP (Texas Risk and Authorization Plan) Certification Level 2 prior to contract award, with TX-RAMP Provisional Status deemed insufficient and no agency-sponsored provisional certification provided. The submission checklist has been revised to include TX-RAMP Documentation as a required submission item. Additionally, the Statement of Qualifications page limit has been clarified to not exceed 20 pages excluding supporting documentation, with specified formatting requirements including 8" x 11" pages, 1-inch margins, and 12-point or larger font (Times New Roman preferred). All respondents must submit a completed HUB Subcontracting Plan demonstrating good-faith effort to utilize Historically Underutilized Businesses at a designated utilization goal of 23.7% for this Professional Services Contract.

RFQ No. HHS0016852
Attachment 1 to Addendum 4
This RFQ is amended as follows:
1. Section 1.2 (Definitions) of the Solicitation, is revised to add the following definition:
1.2 DEFINITIONS
“TX-RAMP” means the Texas Risk and Authorization Plan established by DIR that provides a standardized approach for security assessment, authorization, and continuous monitoring of cloud computing services that process the data of a state agency. To become TX-RAMP certified, entities must submit prescribed documentation to DIR. Information regarding TX-RAMP is currently located at: https://dir.texas.gov/texas-risk-and-authorization-management-program-tx-ramp.
2. Section 1.1 (Introduction) of the Solicitation, is deleted in its entirety and replaced with the following:
1.1 INTRODUCTION
The State of Texas, by and through the Texas Health and Human Services Commission (HHSC), seeks to award Master Contracts for professional Audit services in accordance with the requirements set forth in this RFQ.
The intent of this RFQ is to identify and award Master Contracts to a pool of Contractors. HHSC will use these Master Contracts on an “as needed basis.” The Contractor pool will have opportunities to submit Work Order Responses for HHSC Work Order Requests. This RFQ describes the types of Audits that HHSC anticipates. The specifics of each Audit will be issued through subsequent Work Order Requests. HHSC anticipates issuing 10 to 15 Work Order Agreements per year.

HHSC PCS will administer the procurement process for this Solicitation, which includes RFQ publication, handling of communications from vendors, as well as managing the receipt of Solicitation Responses for review and evaluation.
Prior to award of the Contract, Respondent must obtain TX-RAMP Certification Level 2 certification. TX-RAMP Provisional Status does not satisfy the TX-RAMP Certification Level 2 requirement. For this Solicitation, HHSC shall not provide “agency-sponsored” TX-RAMP Provisional Status certification to any Respondent.
Information regarding HHSC and its programs is available online and can currently be accessed at HHSC: https:/www.hhs.texas.gov/.
