About this file

This is an addendum to the Scope of Work for RFQ No. HHS0016852, issued by the Texas Health and Human Services Commission (HHSC) to establish Master Contracts for professional multi-audit services. The addendum amends the Scope of Work by adding Section 2.1.10 regarding Secure Contractor Portal Requirements and revising Section 2.1.3 and adding Section 2.1.3.1 regarding Required Qualifications and Experience. The contractor must provide a secure electronic portal or file transfer solution for transmitting, receiving, reviewing, storing, and exchanging HHSC information, documentation, audit files, and related communications. The portal must be accessible through standard web browsers (Microsoft Edge, Google Chrome, Mozilla Firefox), allow HHSC direct access with role-based security provisioning, accept uploads in Excel, Word, or PDF formats, and maintain compliance with Texas Department of Information Resources (DIR) requirements and TX-RAMP Certification Level 2.

Contractor qualifications have been revised to require a minimum of three years of experience conducting public sector internal audits, auditing multi-million-dollar government contracts, and possessing organizational knowledge of public sector internal auditing. Staff must hold associate, bachelor's, or master's degrees in Finance, Accounting, or health care-related fields. Additional audit-specific qualifications may be required and specified in individual Work Order Requests, including three years of experience conducting call center audits, three years with Managed Care Organizations (MCOs) and Dental Maintenance Organizations (DMOs), and knowledge of Medicaid and CHIP legal requirements including federal privacy laws. The contractor must maintain independence from HHSC, HHSC staff, and audited organizations, possess verifiable audit experience, and demonstrate the ability to perform statistical extrapolations of audit results for adequate sample sizes.
