About this file

This document is a Pre-Proposal Conference and Historically Underutilized Business (HUB) Subcontracting Plan training attendee report for Request for Qualifications No. HHS0016852 issued by the Texas Health and Human Services Commission (HHSC). The solicitation seeks to establish Master Contracts with a pool of professional audit services providers to conduct various audit types including financial audits, performance audits, attestation engagements, Managed Care Organization (MCO) financial and statistical report audits, MCO risk assessments, and special purpose audits. HHSC anticipates issuing 10 to 15 Work Order Agreements annually, with individual work orders specifying scope, deliverables, schedule, and estimated value. The pre-proposal conference was held on April 27, 2026, with 28 attendees from major audit firms including Protiviti, BDO, KPMG, Kearney & Company, Weaver, Carr Riggs & Ingram, and others. The deadline for written questions is April 28, 2026, at 5:00 p.m. Central Time, with responses posted by May 5, 2026. The courtesy HUB Subcontracting Plan review deadline is May 8, 2026, at 2:00 p.m. Central Time, and the proposal submission deadline is May 18, 2026, at 10:30 a.m. Central Time. The anticipated notice of award is September 2026, with contract start date in November 2026. The Master Contract includes an initial three-year term with options for two one-year renewals plus potential extension of up to nine months.

All respondents must submit a completed HUB Subcontracting Plan demonstrating good-faith effort to utilize Texas-certified HUBs, with a designated utilization goal of 23.7% for this Professional Services Contract. The document provides training on five HUB Subcontracting Plan method options: Method I (utilizing only Texas certified HUBs), Method II (Mentor-Protégé relationship), Method III (meeting or exceeding HUB goal through subcontracting), Method IV (Solicitation method requiring written contact with HUBs and minority/trade organizations when goals are not met), and Method V (self-performing with no subcontracting). Probable subcontracting opportunities exist in Automated Information System Services, Accounting and Auditing Services, Financial Services, and CPA Services. The total cumulative compensation for all Work Orders under any single contract shall not exceed $22,500,000. Proposals are limited to 15 pages and must be submitted via the HHS Online Bid Room or by USB drive delivery. All submissions must include required Solicitation Consideration documents by the deadline, with Award Consideration documents subject to remedying at HHSC's discretion. The sole point of contact for RFQ questions is Amanda Herrera (Amanda.Herrera@hhs.texas.gov), with exceptions for HUB-specific questions directed to HUB Coordinator Bob McCurdy (Bob.McCurdy@hhs.texas.gov).

Audits may involve onsite visits (field work), desk work, and meetings with HHSC staff in Austin, Texas. Different types of Audits will be performed based on program requirements and risks.
