About this file
This is a Solicitation Addendum Acknowledgement Form (PCS 121) issued by the Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services for RFQ No. HHS0016852. Addendum 2, issued on May 6, 2026, modifies the original solicitation to extend critical deadlines for this Master Contract opportunity seeking professional audit services providers to serve Travis County and the City of Austin. The solicitation addresses financial audits, performance audits, attestation engagements, Managed Care Organization (MCO) audits, and related audit services for approximately 20 to 22 MCOs and Dental Maintenance Organizations annually, with 8 to 9 months allocated for completion. The addendum specifically extends the deadline for submission of solicitation responses and the tentative date for responses to questions posted on the HHSC Electronic State Business Daily (ESBD). The new solicitation due date and time is May 26, 2026, at 10:30 a.m. Central Time. No other modifications to the original RFQ are made by this addendum. Respondents must acknowledge receipt of Addendum 2 by signing and returning the form with their solicitation response or by emailing the signed acknowledgment to pcsbids@hhs.texas.gov prior to the solicitation due date.
The Master Contract will have an initial three-year term with options for two one-year renewals plus potential extension of up to nine months, with the total cumulative compensation for all Work Orders under any single contract not to exceed $22,500,000. HHSC anticipates issuing 10 to 15 Work Order Agreements annually, with individual work order pricing determined competitively and subject to appropriations and fund availability. Respondents must demonstrate minimum qualifications including five years in business, employment of at least one licensed CPA, three years of audit experience under applicable standards, and financial solvency. All respondents must submit a HUB Subcontracting Plan with a designated HUB utilization goal of 23.7%, and must comply with extensive federal and state requirements including insurance coverage for Workers' Compensation, Commercial General Liability, Comprehensive Automobile Liability, Cyber/Privacy Liability, and Professional Liability with specified minimum limits. Evaluation will utilize a best value approach with Qualifications and Experience weighted at 60 percent and Project Work Plan weighted at 40 percent, with pricing excluded from evaluation.
