About this opportunity
The Texas Health and Human Services Commission (HHSC), Office of Inspector General (OIG), Third Party Recoveries (TPR) is seeking a qualified contractor to provide data matching services to match Medicaid paid claims with motor vehicle and other casualty claims data in order to perform cost recovery for the state. The initial contract term is three years, with HHSC having the option to extend the contract for up to two additional years, and potentially one additional year after that. The contractor will be required to utilize a national data warehouse, Insurance Services Office Inc. (ISO), to identify matches between Medicaid claims and open insurance claims. HHSC will provide the contractor with files listing all current Medicaid eligible individuals in Texas. The contractor must notify the responsible casualty insurance carriers of the state's intent to recover from the insurance settlements. An optional pre-bid training webinar on the required HUB Subcontracting Plan will be held on January 19, 2024, and the response submission deadline is February 22, 2024 by 10:30 a.m. Central Time.
The contract opportunity is open to qualified contractors across the state of Texas, including the jurisdictions of Travis County and the City of Austin. The historical compensation for similar contracts has ranged from $500,000 to $2,100,000 per fiscal year, with the contractor being paid a flat fee per unique match identified.
