About this opportunity

CIS (Certified Insurance Services), a public entity risk pool created by the League of Oregon Cities and the Association of Oregon Counties, is requesting proposals for medical third-party administration services and network access to serve its self-insured health plans, with proposals due October 14, 2026 at 5:00 p.m. Pacific Time.

CIS covers approximately 270+ public member employers across Oregon with 13,000 active employees and retirees plus approximately 19,000 dependents. The TPA must deliver best-in-market claims processing, a robust provider network emphasizing adequacy throughout Oregon, HIPAA and mental health parity compliance, regular utilization and cost-trend reporting and analytics, member education and support services, coordination with point solutions, and cost mitigation strategies. Proposers must be authorized to do business in Oregon.

Proposals will be evaluated on quality and understanding of requirements, financial terms, qualifications, experience, finalist presentations, references, contract provisions, and any stated exceptions or deviations. CIS reserves the right to reject all proposals and make no award. The selected vendor will enter into a written agreement with CIS requiring mutual indemnity clauses, independent contractor status, Oregon governing law with venue in Marion County Circuit Court, and comprehensive general liability insurance of not less than $2,000,000 per occurrence.

An informational call is scheduled for September 21, 2026. Intent to bid is due September 23, 2026. Written questions are due September 28, 2026. Finalist interviews are anticipated for November 2–13, 2026, with contract award expected February 5, 2027. The contract commences January 1, 2028. All proposals must be submitted exclusively through Aon's TBS/Greater Insight platform; email, fax, and paper submissions are not accepted. Proposals become irrevocable upon submission and remain available for acceptance by CIS for 90 days. CIS manages the RFP process through Aon, with all communications directed to designated Aon contacts.
