The evaluation will be comprehensive, with 88% of points allocated to technical qualifications: 33 points for team background, 25 points for experience, and 22 points for project approach.
The procurement includes preferences for Minority Business Enterprises (MBE), Small Business Enterprises (SBE), Woman Owned Business Enterprises (WBE), and Disadvantaged Business Enterprises (DBE), with both firm and project team composition considered in scoring. The total construction budget is $148,000,000, with a substantial completion timeline of 60 months from the Notice to Proceed. Key project objectives include maintaining high-quality, sustainable design consistent with federal and state regulations, achieving scheduled completion, controlling costs, and implementing robust safety and security protocols. The project emphasizes resilience, requiring seawalls and bridges to have a minimum 75-year service life and incorporating sea level rise recommendations from the Tampa Bay Regional Planning Council. Insurance requirements are extensive, including $10,000,000 in Commercial General Liability, $5,000,000 in Pollution/Environmental Liability, and $5,000,000 in Professional Liability.
