About this file
This is a conceptual plan document for the Marina Redevelopment Project (Project No. 25204-130) submitted by the City of St. Petersburg, Florida, which is soliciting a qualified Design-Build firm to provide comprehensive design and construction services. The project encompasses three marina basins (North, Central, and South) and includes the design and construction of floating docks, dock houses, ship store renovation or replacement, fueling facilities, seawalls, a bridge connecting to Demens Landing, and associated infrastructure. The City released the solicitation on October 28, 2025, with responses due by December 2, 2025, at 3:00 pm. The City will conduct interviews with at least three shortlisted qualified respondents on January 13, 2026. The selected Design-Build firm will provide progressive design-build services with a Guaranteed Maximum Price, including pre-construction services (conceptual design, cost modeling, value engineering, risk management, permitting) and construction management services over a substantial completion timeline of 60 months from the Notice to Proceed.
The total construction budget is $148,000,000. The evaluation allocation dedicates 88 percent of points to technical qualifications, comprised of 33 points for team background, 25 points for relevant experience, and 22 points for project approach. The procurement includes preferences for Minority Business Enterprises (MBE), Small Business Enterprises (SBE), Woman Owned Business Enterprises (WBE), and Disadvantaged Business Enterprises (DBE), with both firm and project team composition considered in scoring. The selected firm must have demonstrated experience in coastal marine facilities development in saltwater environments and designing structures within coastal high-hazard zones. Insurance requirements include $10,000,000 in Commercial General Liability, $5,000,000 in Pollution/Environmental Liability, and $5,000,000 in Professional Liability. A Public Construction Bond equal to the cumulative Guaranteed Maximum Price, executed by a surety company with an "A" rating and Class VII financial category, will be required. The project emphasizes resilience, requiring seawalls and bridges to have a minimum 75-year service life and incorporating sea level rise recommendations from the Tampa Bay Regional Planning Council.
