About this file

This is a Solicitation Development Form for the City of St. Petersburg's Marina Redevelopment Project (Project No. 25204-130), a progressive design-build procurement for comprehensive marine facilities development. The project encompasses the design and construction of floating docks, dock houses, ship store renovation, fueling facilities, seawalls across the North, Central, and South Marina Basins, and a bridge connecting to Demens Landing. The solicitation was released on October 28, 2025, with a response deadline of December 2, 2025, at 3:00 pm. A pre-bid meeting is required. The City will shortlist at least three qualified respondents and conduct technical interviews on January 13, 2026. The selected Design-Build firm will provide progressive design-build services including pre-construction activities (conceptual design, cost modeling, value engineering, risk management, and permitting) and construction management, with a substantial completion timeline of 60 months from Notice to Proceed.

The total construction budget is $140,000,000 to $148,000,000 with a fixed Design-Build delivery method at a Guaranteed Maximum Price. The procurement includes preferences for Minority Business Enterprises (MBE), Small Business Enterprises (SBE), Woman Owned Business Enterprises (WBE), and Disadvantaged Business Enterprises (DBE), with both firm and project team composition evaluated in scoring. Firms must provide Commercial General Liability insurance of $10,000,000, Pollution/Environmental Liability of $5,000,000, and Professional Liability of $5,000,000, along with a Public Construction Bond equal to the cumulative Guaranteed Maximum Price executed by a surety with an "A" rating and Class VII financial category. Funding is through the City's CoSP program with a 90-day acceptance period after bid closure. Required qualifications include demonstrated experience in coastal marine facilities, saltwater environment design, seawall construction, and coastal high-hazard zone development, with evaluation weighted 33% for team background, 25% for relevant experience, and 22% for project approach.
