About this opportunity

The Kenton County Airport Board (KCAB) is soliciting competitive sealed bids for HVAC Controls and Infrastructure Upgrades at Cincinnati/Northern Kentucky International Airport (CVG) in Boone County, Kentucky. This invitation to bid involves the design and installation of a master network backbone infrastructure to replace outdated, incompatible HVAC control systems currently composed of Honeywell sensors, legacy Automated Logic Controls, and Niagara systems. The project scope includes the installation of network routers, control panels with power supplies, G5CE controllers, panel and hardware installation, redundant backup servers, software upgrades, system integration, and commissioning across Concourse A (13 control panels and 13 controllers) and Concourse B (16 control panels and 16 controllers), along with associated power and communication cabling, programming, graphics generation, technical checkout, and one-year post-project completion service with optional three-year renewal for annual support. Deliverables also include as-built drawings, operation and maintenance manuals, and air-balance support, with all work guaranteed for one year from final acceptance. Key objectives are to reduce energy consumption, decrease HVAC maintenance labor costs, and improve passenger comfort through tighter temperature control while providing infrastructure compatibility for future building systems ahead of the Elevate CVG Terminal Modernization Program construction phases beginning in 2026. Required contractor qualifications include dedicated project management, coordination with airport operations, submission of shop drawings and materials for approval, participation in weekly progress meetings, performance of at least 25% of contract work with the contractor's own organization, and compliance with FAA Advisory Circular AC 150/5370-10H and OSHA regulations. A mandatory pre-bid meeting and site visit will be held on Thursday, January 29, 2026 at 10:00 a.m. at CVG Airport's Main Terminal Ticketing area (3087 Terminal Drive, Hebron, Kentucky 41048), with RSVPs required by January 28, 2026. Written questions must be submitted by 11:59 p.m. on Monday, February 9, 2026, with answers posted no later than Thursday, February 12, 2026 at 11:59 p.m. Sealed bids must be submitted electronically through the procurement portal at https://procurement.opengov.com/portal/cvgairport no later than 2:00 p.m. Eastern Time on Thursday, February 19, 2026, with no late submissions accepted unless extended by addendum. The project must achieve substantial completion by December 31, 2026, with work commencing within 10 calendar days of the Notice to Proceed.

This procurement is subject to federal civil rights compliance requirements, including Title VI of the Civil Rights Act of 1964, the Airport and Airway Improvement Act of 1982, the Age Discrimination Act of 1975, Section 504 of the Rehabilitation Act of 1973, and the Americans with Disabilities Act of 1990. The project is funded through the capital budget and is financed by local funds with FAA Title VI civil rights requirements. Bidders must submit a proposal bond equal to 5% of the total main bid amount and, if awarded, furnish payment and performance bonds of 100% of the contract amount. The procurement requires compliance with Buy American provisions under 49 USC 50101, mandating that all steel and manufactured goods be produced in the United States unless a waiver has been issued or the product qualifies for an exception.
