About this file
This is a Non-Debarment or Suspension Certification form required by the Kenton County Airport Board for the HVAC Controls and Infrastructure Upgrades project at Cincinnati/Northern Kentucky International Airport in Kentucky. Bidders must certify under penalty of perjury that their principals are not presently debarred, suspended, proposed for debarment, or excluded from covered federal transactions. The certification also requires bidders to attest that they have not, within the three-year period preceding the proposal, been convicted of or had civil judgments rendered against them for fraud, criminal offenses related to public contracts, antitrust violations, embezzlement, theft, forgery, bribery, falsification of records, or receiving stolen property. Additionally, bidders must confirm they are not presently indicted or criminally or civilly charged with any such offenses and have not had public transactions terminated for cause or default within the preceding three years. The form must be completed, signed, and notarized, with any exceptions clearly listed and discussed with the KCAB sponsor prior to contract award.
Bidders unable to certify to any of the stated conditions must document exceptions on the form, including the applicable party, initiating agency, and action dates. While exceptions do not necessarily result in bid denial, they will be considered in determining contractor responsibility. False information provided on this certification may result in criminal prosecution or administrative sanctions. This certification is a mandatory requirement for all bidders participating in the sealed-bid procurement process, with bids due by February 19, 2026 at 2:00 p.m. Eastern Time.
