About this file
This is a Disclosure of Lobbying Activities Certification document required by the Kenton County Airport Board for the HVAC Controls and Infrastructure Upgrades project at Cincinnati/Northern Kentucky International Airport. The certification form, mandated by Public Law 101-1210, Section 319, requires bidders to certify that no federal appropriated funds have been or will be paid to influence federal agency officers, Members of Congress, or congressional employees in connection with the federal contract award. Bidders must also disclose any non-federal funds used for lobbying purposes by submitting Standard Form LLL if applicable. The document requires the bidder's authorized representative to sign and date the certification before a notary public, acknowledging that false certification subjects the bidder to civil penalties ranging from $10,000 to $100,000 per violation and that the certification language must be included in all subcontracts exceeding $100,000.
All bidders submitting sealed bids by the February 19, 2026 deadline must complete and submit this certification as a prerequisite to contract award. The certification constitutes a material representation of fact and is executed under penalty of perjury under Kentucky law. Bidders are responsible for ensuring that all lower-tier subcontractors similarly certify and disclose their lobbying activities in accordance with federal requirements, creating a cascading compliance obligation throughout the project's supply chain and subcontracting structure.
