About this file
This is a Business Case document and accompanying solicitation for HVAC Controls and Infrastructure Upgrades issued by the Kenton County Airport Board (KCAB) for Cincinnati/Northern Kentucky International Airport (CVG) in Boone County, Kentucky. The project scope involves the design and installation of a master network backbone infrastructure to replace outdated HVAC control systems currently composed of Honeywell sensors, legacy Automated Logic Controls, and Niagara systems. Work includes installation of network routers, control panels with power supplies, G5CE controllers, redundant backup servers, software upgrades, system integration, and commissioning across Concourse A (13 control panels and 13 controllers) and Concourse B (16 control panels and 16 controllers), along with associated cabling, programming, graphics generation, technical checkout, as-built drawings, and operation and maintenance manuals. A mandatory pre-bid meeting and site visit will be held on Thursday, January 29, 2026 at 10:00 a.m. at CVG Airport's Main Terminal Ticketing area (3087 Terminal Drive, Hebron, Kentucky 41048), with RSVPs required by January 28, 2026. Written questions must be submitted by 11:59 p.m. on Monday, February 9, 2026, with answers posted no later than Thursday, February 12, 2026 at 11:59 p.m. Sealed bids must be submitted electronically through the procurement portal no later than 2:00 p.m. Eastern Time on Thursday, February 19, 2026, with substantial completion required by December 31, 2026, and work commencing within 10 calendar days of Notice to Proceed. The contract includes one-year post-project completion service with optional three-year renewal for annual support.
The total project appropriation is $1,855,000.00, comprising design costs of $150,000.00 (previously funded), construction/installation of $1,500,000.00, contingency of $150,000.00, construction administration and inspection of $54,000.00, and force labor of $1,000.00. The project is funded through local capital budget funds. Bidders must submit a proposal bond equal to 5% of the total main bid amount and, if awarded, furnish payment and performance bonds of 100% of the contract amount. Required contractor qualifications include dedicated project management, performance of at least 25% of contract work with the contractor's own organization, compliance with FAA Advisory Circular AC 150/5370-10H and OSHA regulations, and maintenance of Kentucky workers' compensation insurance, commercial general liability insurance with limits of $10,000,000 per occurrence, commercial auto liability insurance with limits of $10,000,000 per accident, and network security/privacy liability insurance with minimum limits of $5,000,000. The project is subject to federal civil rights compliance requirements, Buy American provisions under 49 USC 50101, and mandatory certifications including Affirmative Action, Equal Employment Opportunity, Non-Segregated Facilities, Non-Debarment or Suspension, Disclosure of Lobbying Activities, and Certification of Offeror/Bidder Regarding Tax Delinquency and Felony Convictions. The primary business objectives are to reduce energy consumption, decrease HVAC maintenance labor costs, and improve passenger comfort through tighter temperature control while providing infrastructure compatibility for future building systems ahead of the Elevate CVG Terminal Modernization Program construction phases beginning in 2026.

Alternatives
1. Do nothing; the obsolete system will continue to deteriorate or require additional maintenance, increasing costs exponentially as parts become more and more unavailable, leading to additional passenger discomfort and decreased efficiency.
2. Continue to slowly implement Automated Logic Controls through tenant-space turnovers and small refurbishments, leading to lack of continuity that a single and planned backbone implementation would provide.
3. Implement the designed network configuration that will allow for the modern controls to be installed, meeting the objectives of this project.

As noted in the Energy Conservation Roadmap section of the Sustainability Master plan, this project will allow CVG AA to take advantage of new technologies for controlling and maintaining climate control throughout our terminals, Concourse A and B through centralized monitor and control systems rather than through multiple separate systems.
Organizational Impact Justification
Cost
Business Objectives: The business objectives are to ensure that the HVAC systems are properly controlled through modern technology, allowing the airport to operate more efficiently, leading to cost savings in both energy consumption from HVAC devices as well as labor spent in responding to calls for uncomfortable temperature.
Project Value/ROI: The majority of HVAC controls in the terminal and concourses are well-past the end of their useful life. The installation of this backbone will allow for ease in integrating new systems that are being installed throughout our terminals and concourses by the TMP program. These upgrades will provide enhanced efficiency for our HVAC units, reduce energy consumption, and ensure better comfort for the travelling public through tighter temperature variations. As
Elevate and other programs, including tenant buildouts, will add devices and equipment to the buildings, having this network infrastructure in place prior to that construction will save from duplicating controls installation and prevent rework.
Organizational Impact
Project Approach
The approach to this phase is to contract with an Automated Logic Controls provider to implement the master layout plan for the network infrastructure, ensuring that compatible and modern controllers can be added to units throughout the passenger ribbon.
HVAC Controls Backbone Infrastructure Upgrade PMWeb #
Current Situation/Background Information
Currently, the HVAC at CVG is controlled by a variety of systems, including many outdated Honeywell sensors and controls, some Automated Logic Controls, and
Niagara. This leads to several inefficiencies in how temperature demand is communicated back to the infrastructure that provides or transfers heating or cooling elements, including use of a pneumatic system that requires upkeep of compressors. Upgrading many of these controllers would allow for closer control of HVAC systems, increase visibility into the system, enhance passenger comfort, and reduce maintenance calls.
The backbone of an Automated Logic Control (ALC) system is a network of intelligent controllers connected through a secure communication system to a central server, where Facilities can access an easy-to-use interface for monitoring and managing building operations. This backbone allows equipment like HVAC and lighting to run on coordinated schedules, share performance data, and respond automatically to changing conditions. The Network Backbone project will allow us to communicate with the new equipment purchased on the TMP project and provide the infrastructure for future expansion of the HVAC systems. By integrating these components into one platform, the system provides real-time visibility, faster troubleshooting, and more efficient operations without the need for constant manual intervention.
Project Definition
Project Scope: This project would be to gain a master layout of how the network should be developed and deliberately install routers and associated equipment to ensure that additional sensors and controllers can be added to the network, providing greater visibility, control, and efficiency throughout the Terminal and
Concourses, both for existing equipment and those installed as a part of future projects and buildouts.
Certainty of Cost Estimates
Design is complete and was paid for with the Facilities Professional Services budget. The cost estimate is based on quantity of materials required along with internal estimates on labor / equipment costs.

Known Risks & Limitations
The greatest risk is allowing the HVAC controls to continue to deteriorate, with the availability of replacement parts continuing to decline. A risk to delaying this project would cause controls for additional buildouts or construction to be added to the network haphazardly, as opposed to having the infrastructure installed in a planned manner; hence executing this project prior to devices being added during Elevate is critical. The greatest risk to implementing this network backbone is availability of vendors for the system implemented.
After studying the various options from the standpoint of costs, economic benefits, ease of construction, schedule impacts, as well as the all-important matter of alignment with organization objectives - we recommend to proceed with the implementation of the ALC Master Layout, which would install the ALC Network Routers, ensuring that controllers can be installed, leading to a more efficient system.
