About this opportunity

The Brazos River Authority (BRA), a local government entity in Texas, is requesting proposals for fully-insured Health and Wellness Medical/Rx, Dental, FSA, HRA, and COBRA insurance services covering 277 active full-time employees and 2 COBRA participants, with proposals due October 6, 2026 by 10:00 AM Central Time and a virtual proposal opening at 11:00 AM the same day.

The scope requires proposers to maintain comparable medical and dental networks with specific geographic access: at least 2 general practitioners and 2 specialists within a 10-mile radius for both medical and dental services. The RFP requests three medical plan options (PPO, HSA-compatible, and HMO), base and buy-up dental plans, FSA, HRA, and COBRA administration. All coverage becomes effective January 1, 2027, with immediate coverage for all participants enrolled as of December 31, 2026; credit must be applied for accumulated deductibles and coinsurance. Current medical and dental provider is Blue Cross Blue Shield of Texas (BCBSTX) under a contract ending December 31, 2026.

The contract term is one year with renewal options for up to four additional one-year periods, for a potential total term of five years. Pricing must be quoted NET of commissions and exclusive of applicable Texas state premium taxes; the BRA is exempt from sales and use taxes.

Evaluation criteria (listed in order of general importance) are cost (25%), network statistics (15%), AM Best financial stability rating minimum A- (15%), communication capabilities including bilingual support (10%), claims processing and turnaround times (10%), claims management reports (10%), integrated systems and technology initiatives (10%), and references (5%). Proposers must provide proof of TDI license in good standing, AM Best rating, HIPAA compliance certification, and liability and fidelity bond coverage. Questions are due by 4:00 PM on September 18, 2026; responses will be posted as an addendum by September 22, 2026. HUB International, the BRA's contracted insurance broker, will evaluate proposals, with top-ranked respondents potentially scheduled for oral presentations at no cost to the BRA. Payment will be processed within thirty days of invoice submission and acceptance.
