About this opportunity
The Oregon Department of Education (ODE) is seeking grant applications for the Early Literacy Success Community Grants, designed to support culturally and linguistically responsive early literacy initiatives across the state. The procurement targets community-based organizations, early learning hubs, early learning service providers, post-secondary institutions, and public libraries to expand early literacy programs for children from Pre-K to grade 3. Applicants must develop comprehensive programs that include high-dosage tutoring, family and caregiver engagement strategies, and implementation of the Community Early Literacy Framework. Key deliverables include annual project plans, quarterly expenditure reports, and progress reports demonstrating program effectiveness. Evaluation criteria will assess applicants' regional focus, infrastructure, expertise in implementing the Community Early Literacy Framework, high-dosage tutoring plans, family engagement strategies, and equity approaches. The application deadline is October 31, 2024, with a notice of intent to award anticipated on December 12, 2024. The initial grant term will run from January 2, 2025 to June 30, 2025, with potential extensions through June 30, 2027.
Eligible organizations must meet specific infrastructure requirements, including having an in-house accounting and human resources department, a continuous improvement process, web presence, existing tutoring program, data management system, and accessible physical spaces for tutoring. There are no specific set-aside designations mentioned for disadvantaged enterprises. The grants do not reference incumbent vendors or existing contractors. Funding for the grants is provided through the Early Literacy Success Initiative (HB 3198) for the 2023-2025 and 2025-2027 biennia. The total grant amount is anticipated to be up to $2 million per award, with a not-to-exceed amount of $1 million for the first year and an additional $1 million for Years 2 and 3. Administrative costs are limited to 10% of the total grant amount, and funds will be disbursed on a reimbursement basis. Organizations must demonstrate the ability to provide high-dosage tutoring, either independently or through approved partnerships, with ODE reserving the right to approve tutoring contractors.
