About this file
This document details the Request for Applications (RFA) issued by the Oregon Department of Education for the Early Literacy Success Community Grants. The grants are intended to support culturally and linguistically responsive early literacy efforts, increase family and caregiver engagement, and implement high-dosage tutoring and training for high-dosage tutoring in community organizations. Eligible applicants include community-based organizations, early learning hubs, providers of early learning services, post-secondary institutions, and public libraries. The grants will be awarded for a three-year period, with a maximum award amount of $1 million per year. Applications are due by October 31, 2024, and awards will be announced on approximately December 4, 2024.
The grants require the implementation of the Community Early Literacy Framework and Guidebook, development of a project plan, infrastructure for and implementation of early literacy high-dosage tutoring, family and caregiver engagement, training for high-dosage tutoring, regular grantee meetings, reporting and accountability, and participation in project evaluation and monitoring activities. Funding for the grants is provided through the Early Literacy Success Initiative (HB 3198) for the 2023-2025 and 2025-2027 biennia.

I. Early Literacy Success Initiative Overview
Oregon Department of Education 4
Early Literacy Success Initiative (HB 3198)
Community Early Literacy Framework (CELF)
The CELF harnesses the collective wisdom and resources to nurture a lifelong love of reading and writing in every child. The CELF is intended for use by families and communities of Oregon students in Pre-K to grade 3. This framework complements the Oregon Early Literacy Framework by focusing on the essential literacy learning that happens outside of the school day. Together, these frameworks describe a comprehensive system of support that ensures all children have the opportunity to reach their full literacy potential.

Community Early Literacy Guidebook
In addition to the CELF, the Community Early Literacy Guidebook will serve as a foundational resource to those organizations implementing early literacy programs throughout the state of Oregon. It outlines the specific domains and indicators that programs should have in place to best support the communities and families they serve.
