About this opportunity

Collier County's Public Transit and Neighborhood Enhancement Division is seeking qualified general contractors through an Invitation for Qualification (IFQ) to provide comprehensive construction services for public transit projects. The solicitation seeks contractors capable of executing construction work for projects valued up to $1,000,000, with specific scopes including bus shelters, structures, buildings, ramps, roadways, walkways, parking areas, landscaping, utility and drainage, electrical, plumbing, HVAC, and related infrastructure improvements. The county intends to establish a pool of multiple contractors who can perform these services, with individual work assignments over $500,000 requiring Board of County Commissioners approval. Proposals will be evaluated by a Selection Committee using four key criteria: Cover Letter/Management Summary (15 points), Business Plan (25 points), Experience and Capacity of the Firm (30 points), and Specialized Expertise of Team Members (30 points). The solicitation is scheduled to open on September 9, 2025, at 3:00 P.M., with contractors expected to provide comprehensive construction services including materials, labor, equipment, tools, and potential subcontractor coordination.

The procurement includes a 2.03% Disadvantaged Business Enterprise (DBE) participation goal and requires strict compliance with federal contract provisions, particularly since the projects are anticipated to be funded by Federal Transit Administration funds, Emergency Relief funds, FEMA funds, State (FDOT) funds, and local county dollars. Contractors must meet extensive qualification requirements, including providing comprehensive insurance coverage (Workers' Compensation, Commercial General Liability, Professional Liability), submitting Performance and Payment Bonds for projects exceeding $200,000, and complying with E-Verify employment eligibility verification. The contract term is structured for five years with a potential five-year renewal option, and compensation will be handled through lump sum, unit price, and time and material not-to-exceed methods, with specific markup limitations (15% for subcontractors, 20% for materials, 10% for rental equipment). Contractors will be compensated based on individual project assignments, with no guaranteed minimum or maximum order quantities. The total potential contract value is not explicitly stated, but individual project values can range up to $1,000,000, suggesting a potentially significant cumulative opportunity for selected contractors.
