About this opportunity

The City of Pasadena is seeking executive recruitment services through a multi-year contract with one or more executive search firms to support comprehensive recruitment for council-appointed, executive, and senior management positions. The primary objective is to attract, identify, and hire the most qualified candidates for high-level roles within the city government. Proposers must have a minimum of five years of experience providing executive search services for public municipalities in California. The procurement will involve developing recruitment strategies, facilitating community input, managing applications, conducting interviews, performing background checks, and negotiating with selected candidates. Proposals are due by 2:00 pm on April 3, 2023, and will be submitted electronically through the city's eProcurement Portal. The evaluation process will allocate points across several criteria: qualifications and experience (60 points), description of services (20 points), cost proposal (10 points), with additional preferences for local Pasadena businesses (5 points) and small/micro-businesses (5 points). The initial contract term is three years with two optional one-year extensions, subject to the City Manager's approval.

The solicitation includes preferences for local and small/micro-businesses, suggesting some set-aside considerations for Pasadena-based firms. Proposers must complete various compliance documents, including a Unique Entity ID form, conflict of interest disclosures, and a Taxpayer Protection Amendment disclosure. Insurance requirements are comprehensive, mandating Commercial General Liability, Automobile Liability, Workers' Compensation, and Professional Liability coverage with minimum limits of $1,000,000 per occurrence. While a specific budget range is not explicitly stated, the multi-year contract structure and comprehensive recruitment services suggest a significant investment in executive talent acquisition. Vendors must be prepared to provide extensive documentation, including detailed workforce information, legal status declarations, and past project experience. The city maintains strict requirements for vendor qualification, including maintaining appropriate insurance, complying with local ordinances, and demonstrating a robust track record in executive recruitment for public sector organizations.
