About this opportunity
The Florida Department of Management Services (DMS), Division of Real Estate Development and Management, is seeking contractors for an Indefinite Quantity Interior Painting contract covering multiple state facilities in Tallahassee, Leon County. The solicitation (ITB No. DMS-24/25-254) aims to establish up to three contracts for comprehensive interior painting services across 22 government facilities, including the Capitol Building, Governor's Mansion, and various administrative complexes. Contractors must provide labor, materials, supervision, and equipment to perform interior painting services, with work to be completed during business hours (7:30 am to 5:00 pm). Bidders must have at least 3 years of commercial painting experience, maintain a crew of two or more, and possess sufficient commercial equipment. The evaluation criteria will be based on a formula calculating total price, with 70% weighted on unit pricing and 30% on paint markup. Key dates include a bidder questions deadline of July 7, 2025, and a bid submission deadline of July 28, 2025, at 12:00 PM Eastern Time, with an anticipated contract start date of September 15, 2025.
The procurement does not specify explicit set-aside designations for disadvantaged enterprises. Contractors must complete comprehensive documentation, including the PUR 7801 Vendor Certification Form, which requires compliance with various state statutes including E-Verify requirements and labor practice certifications. The contract has a historical annual spend of approximately $250,000 and will have an initial five-year term with potential renewal for an additional five years, contingent on performance and fund availability. Contractors will be required to undergo background screening, wear company identification, and adhere to strict performance standards, with potential invoice deductions of up to five percent for non-compliance. The pricing structure is detailed in Attachment D, with unit rates for different painting surfaces and provisions for paint cost markup. Importantly, the Department of Management Services is not obligated to purchase a minimum amount of services, making this an indefinite quantity contract that provides flexibility in project assignments.
