About this file
The document is an Invitation to Bid (ITB) No. DMS-24/25-254 issued by the Florida Department of Management Services (DMS), Division of Real Estate Development and Management, for Indefinite Quantity Interior Painting services across multiple state facilities in Tallahassee. The solicitation aims to establish up to three contracts for comprehensive interior painting services covering 22 government facilities, including the Capitol Building and Governor's Mansion. Bidders must have at least 3 years of commercial painting experience, maintain a crew of two or more, and possess sufficient commercial equipment. Key dates include a bidder questions deadline of July 7, 2025, and a bid submission deadline of July 28, 2025, at 12:00 PM Eastern Time, with an anticipated contract start date of September 15, 2025.
The contract has a historical annual spend of approximately $250,000 and will have an initial term with potential renewal options. The evaluation criteria will be based on a formula calculating total price, with 70% weighted on unit pricing and 30% on paint markup. Contractors will be required to provide labor, materials, supervision, and equipment to perform interior painting services during business hours (7:30 am to 5:00 pm). The pricing structure is detailed in Attachment D, with unit rates for different painting surfaces and provisions for paint cost markup. The Department of Management Services is not obligated to purchase a minimum amount of services, making this an indefinite quantity contract that provides flexibility in project assignments. Contractors must complete comprehensive documentation, including the PUR 7801 Vendor Certification Form, and comply with various state statutes including E-Verify requirements and labor practice certifications.

It will be the Respondent’s responsibility to take the appropriate legal action in response to the demand and to defend its claims of confidentiality. If the Respondent fails to take appropriate and timely action to protect the materials it has designated as Confidential Information, the Department will provide the unredacted materials to the requester.
By submitting a Bid, the Respondent agrees to protect, defend, and indemnify the Department for all claims arising from or relating to the Respondent’s determination that the redacted portions of its Bid are Confidential Information. If a Respondent fails to submit a redacted copy in accordance with this section, of information it claims is Confidential Information, the Department is authorized to produce the entire material submitted to the Department in response to a public records request for, or demand for discovery or disclosure of, these records.

Where:
X = Total Price A= Sum of all Unit Pricing submitted B= Contractor’s Mark-up for Paint submitted, entered as percentage up to the hundredth decimal place (e.g. 25.05% = 0.2505)

4.2.5 In this solicitation, the words “should” or “may” indicate desirable attributes or conditions but are permissive in nature. Where language indicates that the attribute or condition is mandatory, the Department still reserves the right to waive any minor irregularity if the Department determines that it is in the best interest of the State to do so.
4.2.6 A deviation from a requirement or condition is material if, in the Department’s discretion, it provides a substantial advantage to one Bidder over another or has a potentially significant effect on the quality of the Bid or on the cost to the State.
