About this opportunity

The Los Angeles-San Diego-San Luis Obispo Rail Corridor Agency (LOSSAN), operating under the Orange County Transportation Authority, is requesting proposals for a Digital Asset Management System with proposals due January 7, 2026 at 2:00 p.m., preceded by a pre-evaluation meeting at 3:00 p.m. the same day.

The scope requires migration of all existing digital assets from the current MediaSilo platform to a new cloud-based DAM system, with a mandatory seven-day testing period before the January 31, 2026 expiration of the existing EditShare license to allow transition time. The system must support ten users and two terabytes of storage, include web and mobile interfaces with bulk actions and drag-and-drop functionality, and provide metadata and tagging with artificial intelligence-driven search (stated as preferred rather than required). Key technical requirements include access control and permissions management, collaboration tools for asset review and approval, rights management, version control, analytics and reporting, API integration, and data security compliance. The contractor must provide comprehensive user training and documentation to LOSSAN staff and third-party consultants. The LOSSAN Marketing and Communications Officer serves as the agency contact and project director.

The contract budget is $24,150 for the one-year initial term (January 1–December 31, 2026), with two optional one-year renewal terms valued at $25,357.50 and $26,625.38 respectively. The contract is firm-fixed price with local funding and no prevailing wage, DBE, liquidated damages, or retention requirements. Evaluation criteria are weighted as follows: Qualifications of the Firm (25%), Staffing and Project Organization (15%), Work Plan (35%), and Cost (25%). The incumbent is EditShare, Inc. Questions are due December 29, 2025, with written responses provided December 30, 2025. Evaluation is scheduled for January 14, 2026, with contract execution anticipated January 21, 2026. Comprehensive insurance including Commercial General Liability ($1 million per occurrence / $2 million aggregate), Professional Liability ($1 million), and Cyber Liability ($2 million per claim) must be in force prior to work commencement, with proof submitted within ten calendar days of the effective date.
