About this file
This is a Procurement Plan memo prepared by the Senior Contract Administrator at the California Agency for Management and Mobilization (CAMM) for the Los Angeles-San Diego-San Luis Obispo Rail Corridor Agency (LOSSAN) regarding Informal RFP 250151 for a Digital Asset Management System. The procurement solicits qualified firms to provide digital asset management system services. The contract is structured as a one-year initial term valued at $24,150, with two optional one-year renewal terms valued at $25,357.50 and $26,625.38 respectively.
The procurement uses a Firm Fixed Price contract type with evaluation criteria weighted as follows: Qualifications of the Firm (25%), Staffing and Project Organization (15%), Work Plan (35%), and Cost (25%). The higher weighting for work plan reflects the requirement that contractors demonstrate comprehensive understanding of project tasks and deliverables. Funding is sourced locally from LOSSAN with Requisition R000447. No Disadvantaged Business Enterprise (DBE) goal, prevailing wage requirements, liquidated damages, or retention provisions apply to this procurement. An independent cost estimate has been completed. Internal evaluators include Marcus Garcia, Business Unit Analyst Senior, and Karen Tran, Principal Marketing Specialist, both from LOSSAN.

Procurement Type: |X| RFP |_| IFB
Justification:
A Informal Request for Proposals (RFP) procurement type is applicable because there are multiple factors for selection to be considered beyond cost.
Evaluation Criteria:

Qualifications of the Firm
25%
Staffing/Project Organization
15%
Work Plan

Justification: The standard 25 percent for each criterion was not used for this procurement. Qualifications of the firm is weighted at 25 percent to ensure firms have prior experience performing similar services. Staffing and project organization is weighted at 15 percent as the firm must demonstrate it has the requisite personnel for this project. Work plan is weighed at 35 percent as the firm must demonstrate it has the understanding associated with this project in order to complete the tasks required under the scope of work. Cost is weighted at 25 percent to ensure that firm-fixed rates remain competitive, so LOSSAN receives value for the services provided.
