About this file

This is a Scope of Work Verification Form submitted by the Orange County Transportation Authority (OCTA) in California for a Digital Asset Management System procurement. The document outlines general rules and requirements for preparing scopes of work and specifications, emphasizing the need for clear, concise documentation that identifies all characteristics, specific tasks, and functions of items or services to be procured. The form requires Project Managers to certify that the attached scope of work was independently prepared to invite competition and does not include brand name references, unreasonable restrictions, or intent to favor any specific vendor, or alternatively, to justify any brand name specifications as impractical or uneconomical while clearly stating the salient characteristics that equal proposals must meet. The certification must be signed by both the Project Manager and either the Department Manager, Director, or Executive Director. The requisition number is REQR000447, with verification dated May 29, 2025.

The procurement is for a Digital Asset Management System with a budgeted amount of $24,150 for an initial one-year term. The form itself does not specify response dates, due dates, site visits, or bidder conferences, as it serves primarily as a verification document accompanying the formal scope of work. No pricing terms, set asides, incumbent information, or renewal options are detailed in this verification form. The procurement is issued under Federal Transit Administration guidelines, specifically referencing FTA Circular 4220.1F (revised March 18, 2013) to ensure compliance with federal requirements for competitive solicitation and equal consideration of alternative proposals.

SCOPE OF WORK VERIFICATION

This Form Must Be Submitted with Scope of Work (SOW)

FA-CAMM-071.docm (03/16/18) Page 1 of 1

The following general rules shall apply when preparing scopes of work and specifications:

a) Provide a clear and concise Scope of Work (SOW) and not impose unreasonable requirements.

b) Specifications and Scopes of Work shall identify all characteristics and specific tasks and functions of the items or services to be procured, and meet the Authority’s requirements.

c) Whenever possible, the expected quality of services to be provided or the performance characteristics of the item shall be specified.

d) The requestor shall identify all optional items, and the solicitation documents shall set forth the expected needs and the manner in which the related bid prices will be considered.

e) Brand name specifications must be accompanied by an explanation that clearly indicates that the specification is not intended to be restrictive.

f) The salient characteristics represented by the brand names shall be identified to allow for evaluation of possible “or equal” material.

g) Because standard specifications and requirements allow for more efficient operations and result in lower prices, they shall be used wherever suitable.

h) Industry, federal, state and local government specifications and requirements can be used.

Consultants are prohibited from writing the Scope of Work or assisting in the development or writing the Scope of Work in which they may bid.
