About this file
This is a Procurement Plan interoffice memo prepared by the Orange County Transportation Authority's (OCTA) Contract Administration and Management (CAMM) department for an informal Request for Proposals (RFP 250151) concerning a Digital Asset Management System. The procurement seeks qualified firms to provide digital asset management services to support LOSSAN (the rail transit agency operating under OCTA). The contract is structured as a one-year initial term with two optional one-year renewal terms, allowing for potential continuation through a three-year period if exercised.
The contract will be awarded on a firm-fixed-price basis with an initial term budget of $24,150.00, with first option term pricing of $25,357.50 and second option term pricing of $26,625.38. Evaluation will be conducted using weighted criteria: Qualifications of the Firm (25%), Staffing and Project Organization (15%), Work Plan (35%), and Cost (25%), with the Work Plan carrying the highest weight to ensure bidders demonstrate understanding of project requirements and deliverables. Funding is sourced from local funds via Requisition R000447, and an independent cost estimate has been completed. No prevailing wage requirements, liquidated damages, retention provisions, DBE goals, or Measure M, FTA, or FHWA funding applies to this procurement. The evaluation team includes internal evaluators from LOSSAN and recommendations for additional representation from the Information Systems department.

Procurement Type: |X| RFP |_| IFB
Justification:
A Informal Request for Proposals (RFP) procurement type is applicable because there are multiple factors for selection to be considered beyond cost.
Evaluation Criteria:
PROPOSAL
WEIGHT
Qualifications of the Firm
25%
Staffing/Project Organization
15%

Justification: The standard 25 percent for each criterion was not used for this procurement. Staffing and project organization is weighted at 15 percent as the firm must demonstrate it has the requisite personnel for this project. Cost is weighted at 25 percent to ensure that firm-fixed rates remain competitive, so OCTA receives value for the services provided. Work plan is weighed at 35 percent as the firm must demonstrate it has the understanding associated with this project in order to complete the tasks required under the scope of work. Cost is weighted at 25 percent to ensure that firm-fixed rates remain competitive, so LOSSAN receives value for the services provided.
