About this opportunity

Hillsborough County is pursuing a sole source procurement for the ClearCast Flood Forecasting System from Clearview Land Design, P.L., with a total contract value of $830,609.34, effective upon Notice to Proceed through September 30, 2029. The procurement involves a comprehensive flood risk management system that integrates real-time forecasted rainfall, tides, and storm surge data to produce advanced flood prediction and impact analysis capabilities. The system will leverage County Watershed Management Master Plan models, NOAA data, U.S. Geological Survey information, and Southwest Florida Water Management District gauges to generate detailed outputs including predicted water level time series, flood inundation maps, economic impact analyses, and roadway-specific flood metrics. The project is divided into two primary tasks: first, developing and implementing a unified near real-time compound flood forecasting system across approximately 1,400 square miles, with completion targeted before the 2026 hurricane season; and second, providing ongoing operational support from October 1, 2026, through September 30, 2029. The procurement follows Section 3-205(2)(a) of the County's Procurement Policy, with a submission deadline for potential challenges set for January 9, 2026.

The procurement appears to be unrestricted, with no specific set-aside designations for disadvantaged businesses mentioned in the documentation. Clearview Land Design, P.L. is positioned as the exclusive vendor for the ClearCast system, claiming proprietary ownership of the technology and associated configuration, integration, hosting, support, and operational services. The system will integrate with existing County infrastructure, specifically migrating three Watershed Management Master Plan models from HCSWMM5 to EPA SWMM5 format. The total contract value is structured as $308,152.74 for initial system development (Task 1) and $174,152.20 annually for operational support over three fiscal years (Task 2). The County reserves the right to extend the contract period, adjust service scope, and increase the award in response to changing conditions. Potential contractors challenging the sole source procurement must provide clear and convincing evidence of substantially equivalent goods or services prior to the January 9, 2026 deadline.

Opportunity text

Hillsborough County intends to recommend the award of a sole source procurement to Clearview Land Design, P.L., in the amount of $830,609.34, effective upon issuance of Notice to Proceed through September 30, 2029, for the purchase of the ClearCast system that consists of compound flood forecasting, impact analysis, and mapping systems to enhance the County's ability to manage flood risk. The ClearCast system integrates real-time forecasted rainfall, tides, and storm surge into simulations to determine flood inundation and infrastructure risk. The system leverages the County Watershed Management Master Plan models, data from the National Oceanic and Atmospheric Administration, and data from the U.S. Geological Survey and Southwest Florida Water Management District gauges to produce a range of outputs. These outputs include time series of predicted water levels, flood inundation maps that visualize the extent and depth of predicted flooding, economic impact analysis to estimate structural damage, contents loss, and debris generation, and roadway specific outputs that include metrics for flood depth, duration, and potential service disruption delivered through a GIS-integrated web dashboard that presents interactive data. This procurement is being made in accordance with Section 3-205(2)(a) of the County's Procurement Policy as Clearview Land Design, P.L. is the only vendor that makes the item (ClearCast) meeting salient specifications listed above. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly. Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached quote must submit clear and convincing information to support a challenge to the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source Project and must be submitted using the "submission" section in EUNA Procurement, formally known as Bonfire, for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
