About this opportunity
Hillsborough County Capital Projects Department is soliciting bids under IFB-26-00426 for Pipeline Work Order Construction Services (WORCS 6), a term contract for water main, reclaimed water main, and wastewater force main construction for the Water Resources Department, with bids due December 9, 2026 at 2:00 p.m. Eastern Time through the County's Euna Procurement system. The solicitation carries a 6% Small Business Enterprise subcontractor participation goal, documented on the SBE-1 Form with executed Letters of Intent. This is a participation goal, not a set-aside. Bonus evaluation points are awarded when at least one registered SBE subcontractor is listed, and estimated SBE dollar amounts or percentages do not count toward those points.
Scope covers installation of water mains, reclaimed water mains, and wastewater force mains, plus miscellaneous installations and modifications at water, reclaimed water, and wastewater facilities, pumping stations, and equipment. The supplemental specifications call for underground utility location experience, installation of PVC and ductile iron mains from 4 to 12 inches, jack-and-bore work, and deep excavations with shoring and dewatering. Record drawings must carry X-Y-Z coordinates tied to the 1983 State Plane coordinate system. Minimum qualifications require an active Florida Contractor's License (Certified or Registered General Contractor) and recent experience with substantially similar services. The contractor must respond to work requests within 24 hours and mobilize within 48 hours, and it obtains Right-of-Way Use and Maintenance of Traffic permits at no charge.
The estimated value is $12.075 million over a two-year term with two optional two-year renewals at the County's sole discretion. Work is issued by individual work orders priced from bid unit prices. The supplemental specifications state the County guarantees a minimum of $10,000 in usage, while the agreement states actual authorized work may be significantly less than the awarded amount. A $15,000 permit allowance, a $60,000 mobilization allowance, and a $2.4 million Non-Priced Items allowance are added to the total bid amount and distributed among awarded contractors, with a fixed $1,000 mobilization payment per work order. Bid bonds equal 5% of the bid amount. Performance and payment bonds equal 100% of the awarded amount and are due within ten days of award notification. Progress payments carry 5% retainage.
Additional compliance requirements include E-Verify, the Jessica Lunsford Act for school sites, ENR-indexed price escalation and de-escalation, and the Construction Apprenticeship Program where applicable. Bidders must also submit a Florida Trench Safety Act certification with itemized trench safety costs, a Drug-Free Workplace certification under Florida Statute 287.087, and an affidavit under Florida Statute 287.138 regarding foreign countries of concern. Insurance requires A.M. Best-rated A- Class VII or better carriers, $1 million per occurrence and $2 million aggregate general liability, $1 million automobile liability, and Hillsborough County as additional insured. Failure to meet SBE participation goals or program requirements may constitute material breach, which can result in termination, debarment, or performance bond claims.
