About this file

This is a scope and fee proposal from Clearview Land Design, P.L. to Hillsborough County, Florida for the development and implementation of a countywide ClearCast flood forecasting system. The project encompasses the setup and implementation of unified near real-time compound flood forecasting across approximately 1,400 square miles of Hillsborough County, integrating three County Watershed Management Master Plan models migrated from HCSWMM5 to EPA SWMM5 format. Task 1 includes flood forecasting development with hindcasting for Hurricane Milton and Helene, establishment of downstream tidal boundary conditions and upstream inflow points, integration of up to 100 internal gages and 500 strategically located observation points, configuration of three models running in parallel through the ClearCast application, development of a unified dashboard for daily operational forecasting including 24-hour nowcasts and 120-hour forecasts, and creation of synthetic storm event dashboards based on recurrence intervals. The system will be operational before the 2026 hurricane season (May 1, 2026), with Task 1 completion targeted within nine months of the Notice to Proceed. Task 2 provides ongoing operational support beginning October 1, 2026, and continuing through September 30, 2029, including daily forecast validation, system monitoring, troubleshooting, quality control, and enhanced oversight during named storm events.

The total contract value is $830,609.34, with Task 1 billed as a lump sum not-to-exceed amount of $308,152.74, invoiced monthly based on percentage of work completed. Task 2 is billed as an annual service fee of $174,152.20 per year across three fiscal years, with monthly invoicing beginning October 1, 2026, and continuing through fiscal year 2029. The proposal excludes engineering design, construction services, emergency response, long-term capital planning, third-party system issues, and liability for external factors or extreme flood event damage. Following the initial three-year operational period, the County retains the option to renew the service under a mutually agreed-upon renewal fee. This procurement is being made as a sole source award under Section 3-205(2)(a) of the County's Procurement Policy, as Clearview Land Design, P.L. is identified as the only vendor making the ClearCast system with the specified capabilities.

Subject: Countywide ClearCast Forecasting Development

Dear Mr. Dollman:

Pursuant to your request, Clearview Land Design, PL (Clearview) has prepared the following Scope and Fee proposal to develop near real time compound flood forecasting for Countywide implementation.

Project Description

Under this work order, Clearview will setup and implement unified flood forecasting for all County Watershed Management Master Plan (WMMP) model, migrated from HCSWMM5 to EPA SWMM5. When accounting for upstream contributing flows and coastal areas, the forecasting extent will cover approximately 1,400 square miles. The project will first perform hindcasting for Hurricane Milton and Helene and follow up with daily operational forecasting. After the daily forecasting is setup, a synthetic storm event dashboard will also be created as a reference for the County to understand potential impacts based on select one day extreme rainfall totals.

Scope of Services

Task 1: Flood Forecasting Development Task 1 will begin with the compilation of relevant datasets and the assignment of critical elevations to buildings and roads across unincorporated Hillsborough County. This foundational step ensures the application is starting with best-available data enables accurate identification of flood-prone assets and infrastructure.

The next phase will establish downstream tidal boundary conditions and upstream inflow points by linking model input to active observational gages and forecastable data sources. This configuration ensures real-time and predictive alignment with actual watershed dynamics.

Following boundary condition setup, the ClearCast application will be configured to run three (3) County WMMP models in parallel and integrate the data through a unified post-processing framework. These will be migrated to native EPA SWMM5 format prior to this effort. Rather than managing multiple independent tools, this approach will deliver one consolidated dashboard for the County, improving accessibility and decision-making.

To support real-time conditions and continuous model verification, up to 100 internal gages will be integrated. These will provide observed data for system initialization, calibration, and historical hindcasting. Additionally, the County will assist in identifying up to 500 strategically located

Mr. Kyle Dollman, PE, CFM Hillsborough County Countywide Flood Forecasting Development observation points across the County to monitor water levels and flood risk status, which are dynamically categorized as Normal, Warning, or Major based on site specific thresholds.

Each of the three watershed models will be processed through the ClearCast platform to simulate and validate hindcasts of Hurricane Milton and Hurricane Helene. Once validated, the system will go live as a daily-operational forecasting tool that includes a 24-hour nowcast and a 120-hour (5-day) forecast, updated continuously.

A static dashboard will also be developed to visualize simulated flooding from synthetic storm events, based on recurrence intervals (e.g., 10-year, 25-year, 100-year) or defined rainfall amounts (e.g., 5-inch, 8-inch, 12-inch totals) per direction from the County.

Task 1 also includes a reference manual and dashboard training. System operations and maintenance will be performed under this task through the end of the fiscal year, ensuring stable functionality and responsiveness during the initial deployment period.

Deliverables:

• Countywide Milton and Helene Hindcast Dashboard

• Countywide Daily Forecast Dashboard

• Synthetic Flood Mapping and Impact Dashboard

• Access to Feature Layers on ArcGIS Online for each dashboard that contains floodplain polygon, impacted structures, impacted roads, watershed boundary, tidal timeseries table, upstream inflow hydrograph table, cumulative rainfall table, node water level timeseries tables

• Access to forecast and hindcast models

• Forecasting Reference Manual, Dashboard Quick Guide, and training

• The daily dashboard will be maintained through the fiscal year

Task 2: Flood Forecasting Operations

This task provides ongoing operational support to maintain the flood forecasting system through the fiscal year.

Services will include, but not be limited to:

• Running and validating daily forecast simulations.

• Monitoring model health, data feeds, and forecast accuracy.

• Troubleshooting system warnings and errors in application execution or system output.

• Performing quality control checks and documenting anomalies.

• Increasing forecast frequency and system oversight during named storm events (tropical systems, hurricanes).

• Coordinating with County staff to communicate system status, forecast considerations, and operational readiness.

• Providing after-action reviews and recommendations following significant storm events.

Work Excluded from Contract

• Any work not specifically included in this contract shall be extra to this contract.

• Any engineering, design, or construction and installation services.

• Emergency response personnel.

• Long-term capital planning.

Mr. Kyle Dollman, PE, CFM Hillsborough County Countywide Flood Forecasting Development

• Third-party systems or data availability issues (e.g. NOAA data or AWS outage).

• Accuracy of any survey, models, plans, or other data provided by client or client representatives.

• Liability for external factors or damage from extreme flood events.

Budget and Fees Task 1 will be billed as a lump sum fee, invoiced monthly based on the percentage of work completed. The not-to-exceed amount for Task 1 is $308,152.74. Task 2 will be billed as an annual service fee, invoiced monthly at a rate of $174,152.20 per year across three fiscal years. This covers continued system operations, data monitoring, performance optimization, and user support.

Following the initial three-year period, the service will remain available at a renewal fee to be mutually agreed upon by both parties.

Task 2. 3-Year Flood Forecasting Operations HIL-CCM-004 Annual Fee* $174,152.20 *Task 2 monthly billing will begin on October 1, 2026 and continue through fiscal year 2029

Schedule

Task 1 will be completed within nine (9) months from the Notice to Proceed (NTP). The primary objective is to have a fully functional, daily-operational forecasting system in place before the start of the 2026 hurricane season (May 1, 2026). Remaining efforts under Task 1, such as include synthetic storm simulations, system documentation, user training, and refinement based on operational feedback will be completed after the system becomes operational. Under Task 1 the system will remain active and maintained through the end of the Fiscal Year 2026.
