About this opportunity
Brevard County Solid Waste Management Department is soliciting sealed bids through an Invitation to Bid (ITB) for the construction of Cell 3 Class I Landfill Base Liner at the South Landfill Central Disposal Facility in Cocoa, Florida. The project encompasses construction of a new Class I landfill base liner system covering approximately 52 acres adjacent to an existing and actively operating solid waste disposal area, requiring the contractor to furnish all labor, materials, equipment, tools, transportation, and services necessary to complete the work. Deliverables include environmental cutoff wall installation, a 12-inch compacted subgrade, a dual geomembrane lining system with composite drainage layers and geosynthetic clay liner, a 24-inch protective sand layer, perimeter and interior berms, leachate collection laterals and headers with dual pump stations, landfill gas piping and condensate systems, groundwater monitoring wells, access ramps and driveways, and site restoration with sodding. The contractor must demonstrate minimum qualifications including successful completion of at least three Class I landfill expansion projects of minimum 30 acres each within the past ten years, employ the Project Superintendent and Project Manager/Project Engineer as full-time employees, maintain comprehensive insurance coverage including workers' compensation, general liability with $1,000,000 combined single limit, auto liability with $1,000,000 combined single limit, builders' risk insurance at 100% of contract price, and pollution liability with $1,000,000 per occurrence/$2,000,000 aggregate. The project is awarded to the lowest responsive and qualified bidder based on lump sum pricing with an owner-controlled contingency fund of $750,000 for county-approved changes. Critical dates include a pre-bid conference on February 12, 2026 at 10:00 a.m., a question deadline of February 26, 2026 at 5:00 p.m., and a revised bid submission deadline of March 31, 2026 at 11:00 a.m., with substantial completion required 730 days from Notice to Proceed and final completion within 790 days. Bidders must submit a bid bond equal to 5% of the proposed amount, detailed qualification documentation within five business days of Notice of Apparent Lowest Bidder, and acknowledge receipt of all addenda on their bid submissions.
The procurement does not specify set-aside designations for disadvantaged enterprises or restrictions based on organization type, though the successful contractor must comply with Build America, Buy America Act requirements and utilize E-Verify for employee eligibility verification. The previous Cell 2 base construction contractor was Southeast Environmental Construction, providing a reference for similar work at the facility. The contractor must integrate with and support the existing and actively operating solid waste disposal area, comply with the Florida Department of Environmental Protection construction permit, coordinate with the active landfill gas collection system, and maintain Title V operating permit requirements. Contractors must perform at least 25% of the work with direct employees and comply with all applicable Florida and federal regulations, including the Florida Trench Safety Act with separate cost breakdown required for trench safety compliance. Liquidated damages are assessed at $2,500 per calendar day for failure to meet milestone dates or substantial completion deadlines. The specific award value or contract price is not disclosed in the bid documents; however, for contracts exceeding $200,000, contractors must furnish a Public Construction Bond equal to 100% of contract price recorded with the Clerk of Court, plus a 25% Maintenance Bond, with the County maintaining the ability to assess performance and payment bonds in amounts at least equal to the final Contract Price upon award.
