RESPONSES TO QUESTIONS RECEIVED:

Question 1: In referencing item 7 on the price sheet document, it appears that we will submit pricing for Demolition and Clear and Grub, but the item description and measurement and payment include stripping as well. Should the stripping be included in the Clear and Grub number? Do the demolition and clear grub numbers need to total up to equal the total dollars in the attachment b bid form lump sum item 7 for Clear, Grubbing, Stripping, and Demolition.

Response 1: See Addendum 2. The “Price Sheet” Excel file is deleted from the advertised Bid Documents. Disregard the Excel file entirely. This is a Lump Sum Bid and all costs to the Contractor shall be included in the Part A of the Bid Schedule included in Attachment B and submitted with the bid. A table included in Attachment B is for breakdown of the Lump Sum Bid. Please refer to Specification Section 01 29 00, Measurement and Payment, for description of each item in the table for Breakdown of the Lump Sum Bid. The breakdown of lump sum bid table does not serve as a time/material price sheet

Question 2: Regarding Price Sheet item #9 Stormwater System, plan sections sheets C-9, C-10, C- 26, and C-28 reference new installed Storm Drain RCP to be 48" Class III RCP. Item #9 on the price sheet references those items as 54" RCP with no reference to any 48" Class III RCP on the job. Only 1 section of New 54" Class V RCP is mentioned on plan sheet C-9, while the rest are 48" Class III.

There seems to be a discrepancy between the Price Sheet and the Job Plans. Where should the contractor show cost for the 48" RCP shown on the plans?

Response 2: As indicated on Addendum 2, the Excel file with the “Price Sheet” is deleted from the Bid documents.

Question 3: We ask that the bid date, as well as the deadline for submitting questions, for this bid proposal be delayed by two weeks. This will give all Bidders, along with our potential subcontractors and suppliers, more time to ask questions pertaining to the bid. It will also allow us more time to evaluate potential products and services and match them properly to the project specifications. We believe that the additional time will result in more competitive bid pricing for this project.

Response 3: As indicated on Addendum 2, the bid due date has been extended to Tuesday, March 31, 2026 @ 11AM.

Question 4: Can the Owner share the Engineer’s cost estimate for the project?

Response 4: The Owner has prepared an opinion of estimated construction cost for this project. The construction cost for Part A- Lump Sum portion of the Bid for Cell 3 base liner and ancillary features as advertised complete in place is estimated to be approximately $44,400,000.00. The value for Part B - Owner’s Contingency Fund remains at $750,000.00. The Owner’s opinion of the estimated construction cost portion for this project is posted.

Question 5: Will it be permissible for the Contractor to dispose of project related construction debris onsite? If so, will it be necessary for the Contractor to weight such debris or pay tipping fees?

Response 5: Yes. Project generated Class I or Class III solid waste can be transported and disposed of at the working face of the landfill by the Contractor. No weighing at the scale house or payment of disposal fee is required.

Question 6: It is our understanding that the project area had a wildlife survey conducted on it already. Will that survey still be valid upon mobilization of the Contractor to the site? If not, would the wildlife survey need to be repeated and, if so, who would be responsible for doing it?

Response 6: A Gopher Tortoise survey was performed, and the project site was cleared. A copy of the survey report is attached to Addendum No. 4 as Exhibit-1. However, the survey is valid for 90 days. If necessary, a new round of wildlife surveys will be performed at Owner’s expense prior to the pre-construction meeting with the selected contractor.

Question 7: Where onsite will the Contractor be allowed to acquire water for construction purposes (dust control and soil moisturizing)?

Response 7: The selected contractor may obtain water for construction purposes from the West Stormwater Pond directly north of Cell 2. The pond banks or any traffic area erosion is to be repaired and restored as part of substantial completion.

Question 8: In the event that unsuitable subgrade soils are discovered in the work area that would need to be removed and replaced, how would payment for such work be handled?

Response 8: Based on soils borings and the report of geotechnical investigations for this project, the County does not expect any unsuitable soils in this project. Any surplus fill from this project is to be stored on site as directed by the County. Copies of the soils borings and geotechnical reports submitted as part of the permitting process are available on the FDEP website.

Question 9: In Specification Section 01 29 00, Measurement and Payment, under 1.01 Description, paragraph H, Partial Payment for Stored Materials and Equipment, Item 1, it states that “Partial payments may be made for materials and equipment delivered to and stored on site in an acceptable manner. Partial payment will be made based on documented invoice amounts for the materials or equipment stored on site. To receive partial payment, the actual invoice indicating the cost of the material or equipment must be furnished with the pay application. Payment will be made on a percentage complete of the respective pay item that correlates to the cost of the stored equipment or materials.” Does this mean that the full cost of the invoice for stored materials will be eligible for payment as a percentage of the overall pay item prior to installation? The last sentence with the phrase “percentage complete” makes the overall paragraph confusing.

Response 9: Please see Attachment C, Article 15 for Payment to Contractor.

Question 10: Specification Section 44 42 56.04 Leachate Pumping Systems lists QED as the approved manufacturer for the electric submersible leachate pumps. However, QED stated they are unable to quote these pumps and are “No Bidding” them because the electric pump and panel requirements are more than they can reasonably provide. Additionally, they stated that the specifications contain several custom items that we would not be able to get quoted in time for the required timeline. Please provide another approved manufacturer(s) that we may contact to provide quotes for equipment suitable for this project.

Response 10: Refer to Specifications Section 44 42 56.04 which indicates "Approved-Equal" pumps. Bidder is allowed to base pricing on QED and other approved equal pumps. For purposes of bidding, QED and EPG are acceptable pump manufacturers. Per the specifications 44 42 56.04 Paragraph 2.02, pumps, control panels, and level switches shall come as a complete package from a single supplier. A single manufacturer for pumps, control panels, and level switches is not required.

Question 11: Regarding Paved and Unpaved Access Road quantities from the Price Sheet, quantities seem high when considering access ramp areas for Sump PS #'s 3 and 4 noted on the plan sheet C-5. Are paved quantities included in the temporary ramp areas, and if not where are these paved and unpaved ramps located?

Response 11: Unpaved ramps are not part of this Project. Disregard any reference to unpaved driveways or ramps. With respect to pavement quantities, the Contractor is responsible, as part of preparation of his bid, to make his own quantity take-off and independent verification of quantities.

Question 12: Regarding Plan Sheet C-5 Dewatering Plans & Notes, the scale seems to be off by a factor of 2, where the actual measurement is 1"-100' instead of the 1"-200' scale that is indicated.

Please advise.

Response 12: The correct scale for Sheet C-5 is 1” = 100’.
