About this file
This is an Addendum 2 to a bid package issued by Brevard County Purchasing Services for Class I Landfill Base Liner Construction at the South Landfill Central Disposal Facility (CDF) in Cocoa, Florida. The project involves construction of a new Class I landfill base liner system covering approximately 52 acres, including furnishing all labor, materials, equipment, and services necessary to complete the work and all related civil, electrical, mechanical, and instrumentation and controls expansions. The bid due date has been extended to Tuesday, March 31, 2026, at 11:00 AM, with all bids received after this date and time to be rejected. Bidders are required to acknowledge receipt of Addendum 2 on the Bid Proposal Form Addendum Acknowledgement, and failure to do so will render bids non-responsive. The question deadline remains February 26, 2026, at 5:00 PM, with no further questions to be received after that date.
This project is structured as a lump sum bid in which proposers must include all anticipated costs for labor, materials, equipment, and services for the full performance and successful completion of the contract. Proposers are responsible for estimating quantities based on drawings, specifications, and personal examination of the project site, as the County assumes no responsibility for the accuracy of provided quantities. A breakdown of the lump sum bid is to be submitted using the table provided on page 7 of Attachment B for evaluation purposes only, with each line item submitted as a lump sum price. Builder's risk insurance is required, though flood insurance has been removed from insurance requirements per guidance from the Brevard County Risk Department. The bid documents consist of Attachments A through F, and an Excel file previously posted has been removed and is not part of the official bid documents; bidders should not rely on any information from that file.

TO ALL PROSPECTIVE BIDDERS
This is an Addendum to and shall be considered as part of the original bid package for the above-mentioned bid. Bidders are required to acknowledge receipt of Addendum 2 in space provided on the Bid Proposal Form- Addendum Acknowledgement.. Bids submitted without the required acknowledgement will be considered non-responsive.

CLARIFICATIONS:
• BID DOCUMENTS- The Bid Documents provided for this project include Attachments A through Attachment F. The Excel File posted previously is a draft unfinished internal working document and IS NOT part of the Bid Documents and has since been removed. Any quantities and information listed in the Excel file shall not be relied upon by Bidders to prepare their bids.
The Excel file shall be considered incomplete working document and inaccurate.
• Environmental Cut-off Wall (ECW) Specialty Contractor- Inquiries were made at the pre-bid regarding the name of the contractor who installed the ECW for Cell 2. The General Contractor who contracted with the County for construction of Cell 2 was Southeast Environmental Construction (SEC). The specialty subcontractor to SEC for ECW was reported to be Blue Iron Foundations and Shoring, LLC. The County has no further information and does not endorse any subcontractors for Cell 3 construction project.
CLARIFICATION TO QUESTIONS RECEIVED:
Question 1: Builders risk and flood insurance is required. These are not normally required for landfill work and will be expensive on this size of a contract. Can they be deleted?
Response 1: Per guidance from Brevard County Risk Department, flood insurance will not be required for this Bid and will be removed from the insurance requirements in the Construction Contract. However, builder’s risk insurance will be required as specified.
Question 2: The bid documents show a bid form in attachment B with all "1 LUMP SUM" quantities and units but there is an excel pricing sheet in the link to download the documents with quantities and bid items broken down into further detail. Which bid form is the contractor supposed to use and submit with the bid attachment B or "PRICE SHEET" as named in the downloadable bid docs?
Response 2: See Bid Documents- Attachment A- Submittal Information to Bidders, and Attachment B- Bid Schedule & Bid Forms- for instructions for submittal of bid schedule and forms. The Excel file posted is not part of the Bid Documents and has since been removed by the Brevard County Purchasing Services. The bid for this construction project is LUMP SUM. The proposer shall include all costs which the proposer may anticipate during the performance and length of this project and successful completion of this contract in his bid. The Proposer must assume the quantities provided may not be accurate and is responsible to estimate the quantity of Work based on the drawings, specifications and personal examination of the project site and location.
The table provided on page 7 of Attachment B, to be filled out and submitted with the bid, is for listing of the Breakdown of the Lump Sum Bid. The value for each line item in the table is requested to be submitted as a lump sum price for that item as shown in the Estimating Worksheet for the Breakdown of the Lump Sum Bid. This allows the county to evaluate all bids for balance and responsiveness.
Question 3: Will the bid form in attachment B be updated to match the bid form " price sheet" file in vendor link?
Response 3: See response to Question No. 2 above. The Excel file with the “Price Sheet” is deleted from the Bid Documents.
Question 4: The inconsistency in bid form prompts the question for example in item 12: Earthwork- Subgrade, Fill, & Grading (Lump sum) will be filled out in lump sum format in attachment B but then the price sheet will include three separate unit prices for item 12: Excavation and Relocation of In Situ Soils, Import and Place Structural Fill Soil, Grade entire sub-base. Will the unit prices be used as a basis for payment and are the quantities given in the price sheet to be utilized for fair and equal bidding?
Response 4: See Response to Question No. 2 above.
Question 5: Is the intent of the pricing sheet quantities and unit costs to be a breakout of the LS item which will be filled out in "attachment B" bid form? Is the Lump sum dollars all that will be paid for the items or will the owner pay for overrun or not pay for underrun on quantities that are listed for example in item 12 on the pricing sheet? The contractor would advise having one bid form that matches the measurement and payment format for clear and fair bidding process.
Response 5: See Response to Question No. 2 above.
Question 6: If the pricing sheet is just a breakdown of LS pricing then the unit costs will be divided from the contractors actual quantities making both the quantity shown and unit price shown to not be accurate to the job. The contractor requests utilizing only the Lump Sum bid form for clear and fair bidding.
Response 6: See Response to Question No. 2 above.
Question 7: Can the Owner please post the sign-in sheet from the pre-bid meeting? We often find that this gives potential suppliers and vendors a contact list for providing quotes, which can result in better overall pricing for the Owner
Response 7: Sign in sheet has been provided via email. If there are any requests for this, please email heather.riley@brevardfl.gov.
mailto:heather.riley@brevardfl.gov
Question 8: Attachment A Introductions and Submittal Information to Bidders Article 8 Preparation of Bid Proposal Form A. says "The signatures of all persons shall be in longhand." Could you clarify if this requirement means that all signatures are to be of the full name of the authorized individual signing the form
Response 8: This requirement applies only to bids submitted in hard copy. If you are submitting your bid electronically through VendorLink, a handwritten (“longhand”) signature is not required.
Question 9: The Invitation to Bid Acknowledgement General Terms, Conditions, and Provisions 2.
Submission of Bids states "All bids shall be submitted in a sealed envelope." However, Attachment A Introductions and Submittal Information to Bidders Article 7 Submission of Bids C. states "Electronic bidding is preferred; however hard copy bids will still be received." Could you clarify if electronic submission of bids is allowed.
Response 9: Electronic submission of bids through VendorLink is permitted and is the County’s preferred method of submission. While the Invitation to Bid references submission in a sealed envelope, this requirement applies to hard copy submissions. As stated in Attachment A, electronic bidding is allowed, and vendors may submit their bids through VendorLink in lieu of a sealed hard copy submission.
Question 10: Attachment A Introductions and Submittal Information to Bidders Article 7 Submission of Bids H. says "Each BIDDER must provide Bid Security, as further described in No. 9 below, and the Bid Forms (ATTACHMENT B) including any Addenda issued prior to the date of receipt of Bids."
Could you clarify if addenda are to be submitted with the bid in their entirety?
Response 10: All addenda issued prior to the bid opening must be formally acknowledged as part of the bid submission. Failure to acknowledge addenda may result in bid being considered non-responsive.
Question 11: Attachment A Introduction and Submittal Information to Bidders Article 12 Prequalification of Bidder B.2 states that the apparent low bidder will be required to submit "Fully executed CONTRACTOR’s qualification/reference(s) information meeting the pre-qualification requirements, as listed in Article 12 pre-qualification requirements, submitted in the form provided with the following minimum information:" Could you clarify if all of the requirements listed in Article 12. a.1- 5 and Article 12.b.2.a-c are required with the bid or after the formal bid opening if the apparent low bidder?
Response 11: The requirements referenced in Article 12, including Article 12.a.1–5 and Article 12.b.2.a–c, are not required to be submitted with the bid. As stated in the solicitation, this documentation will be requested from the apparent low bidder after the formal bid opening.
Therefore, bidders should not include the prequalification documentation with their initial bid submission. Failure to include these documents at the time of bid submission will not impact bid responsiveness; however, the apparent low bidder must timely provide the required information upon request.
Please note that the bid opening date and time has been extended to Tuesday, March 31, 2026 @
11:00 AM.
The question deadline remains the same, February 26, 2026 @ 5:00 PM. No further questions will be received.
All other terms and conditions remain unchanged.
Sincerely, Sherry Collett Purchasing Supervisor
