About this file

This is an exhibit document (Exhibit 2) related to an Invitation to Bid (ITB) issued by Brevard County Solid Waste Management Department for Cell 3 Landfill Base Construction at the South Landfill Central Disposal Facility in Cocoa, Florida. The exhibit provides electrical grounding detail specifications adapted from Cell 2 construction drawings, intended to guide the construction of similar assemblies for Pump Station 3 and Pump Station 4 as part of the broader Cell 3 project. The project encompasses construction of a Class I landfill base liner system covering approximately 52 acres and requires furnishing all labor, materials, equipment, and services necessary for completion. Key project components include environmental cutoff wall installation, geomembrane lining systems, composite drainage layers, geosynthetic clay liner, protective sand layer, perimeter and interior berms, leachate collection laterals with dual pump stations, landfill gas piping and condensate systems, groundwater monitoring wells, access ramps, and site restoration. Critical dates include a pre-bid conference on February 12, 2026, a question deadline of February 26, 2026, and a revised bid submission deadline of March 31, 2026, with substantial completion required 730 days from Notice to Proceed and final completion within 790 days.

The project is awarded to the lowest responsive and qualified bidder on a lump sum pricing basis with a county-controlled contingency fund of $750,000 for approved changes. Bidders must meet minimum qualifications including successful completion of at least three Class I landfill expansion projects of 30 acres minimum each within the past ten years and must maintain comprehensive insurance coverage including general liability of $1,000,000 combined single limit, auto liability of $1,000,000 combined single limit, builders' risk at 100% of contract price, and pollution liability of $1,000,000 per occurrence/$2,000,000 aggregate. Bid bonds equal to 5% of the proposed amount and Public Construction Bonds equal to 100% of contract price with a 25% Maintenance Bond are required for contracts exceeding $200,000. Contractors must perform at least 25% of work with direct employees, comply with the Build America, Buy America Act, utilize E-Verify for employee verification, and comply with the Florida Trench Safety Act with separate cost breakdown required. Liquidated damages of $2,500 per calendar day apply for failure to meet milestone or completion dates. The previous Cell 2 contractor, Southeast Environmental Construction, serves as a reference for similar work at the facility.
