About this file

This is a Bid Schedule and Bid Forms document issued by the Brevard County Solid Waste Management Department for the construction of Cell 3 Class I Landfill Base Liner at the South Landfill Central Disposal Facility in Cocoa, Florida (Bid No. B-7-26-11). The project encompasses construction of a new Class I landfill base liner system covering approximately 52 acres, including environmental cutoff wall installation, a dual composite geomembrane lining system with geosynthetic clay liner, leachate collection and transmission systems with dual pump stations, landfill gas piping extensions, stormwater management improvements, and site restoration with access driveways and ramps. The work is structured as a lump sum contract with 39 line items covering general conditions, dewatering and earthwork, base liner system installation, leachate management, landfill gas expansion, and access improvements. A pre-bid conference was held on February 12, 2026 at 10:00 a.m., with a question deadline of February 26, 2026 at 5:00 p.m. and a revised bid submission deadline of March 31, 2026 at 11:00 a.m. Substantial completion is required 730 days from Notice to Proceed, with final completion within 790 days. Bidders must demonstrate minimum qualifications by providing evidence of at least three comparable Class I landfill expansion projects completed within the past ten years involving double composite base liner systems, leachate collection and transmission, and landfill gas systems.

The contract is awarded to the lowest responsive and qualified bidder based on lump sum pricing with an owner-controlled contingency fund of $750,000 reserved for county-approved changes only. Bidders must submit a bid bond equal to 5% of the proposed amount and, if awarded, furnish a Public Construction Bond equal to 100% of the contract price recorded with the Clerk of Court plus a 25% Maintenance Bond. All bidders must provide comprehensive insurance documentation including workers' compensation, general liability with $1,000,000 combined single limit, auto liability with $1,000,000 combined single limit, builders' risk insurance at 100% of contract price, and pollution liability with $1,000,000 per occurrence and $2,000,000 aggregate. Contractors must comply with the Florida Trench Safety Act with costs separately broken out in the bid. Required submittals include completed bid proposal forms, addendum acknowledgements, non-collusion affidavits, minority employment information forms, contractor reference forms documenting three comparable projects with verified owner contacts, indemnification and insurance certification, E-Verify registration or Department of Homeland Security MOU, scrutinized company list affidavit, foreign influence disclosures for contracts exceeding $100,000, public entity crime affidavits, foreign country of concern attestations, and human trafficking affidavits. Liquidated damages are assessed at $2,500 per calendar day for failure to meet milestone dates or substantial completion deadlines. The contractor must perform at least 25% of the work with direct employees and comply with Build America, Buy America Act requirements and all applicable Florida and federal regulations.

ESTIMATING WORKSHEET

Cell 3 Class I Landfill Base Liner Construction, South Landfill, Central Disposal Facility

Each Proposer shall fill out and complete the Estimating Worksheet in this Section and submit the appropriate number of copies as part of the BID Proposal. The purpose of the Worksheet is for each Proposer to estimate the approximate magnitude of the Work required and a basis for uniform comparison of Bid Prices for balance.

COUNTY does not express, imply, or guarantee that the actual amount of Work to be accomplished will correspond to the quantities given. The Proposer must assume that the quantities may not accurate and therefore, each Proposer must: 1) satisfy themselves by personal examination of the location of Work; 2) estimate the quantity of the Work based on the Drawings, Specifications, and any Addendum, thereafter; and

3) by such other means as they may choose, as to the actual conditions and requirements of the Work and the accuracy of the estimate of the Work. The Proposer shall not, at any time after the submission of Bid Proposal, dispute any such statement or estimate of the Engineer nor assert that there has been any misunderstanding concerning the nature or amount of the Work to be done.

Quantities listed on the Estimating Worksheet are for in-place materials and do not account for settlement;

waste; overlaps; volume changes; soil losses due to transporting, storing, weathering, or placing; unusable portions of the materials or products installed; or excess use as discussed in Section 01 29 00 - Measurement and Payment. Also, the Proposer understands that the listed quantities of materials may differ from the Proposer’s methods of estimating quantities e.g. compaction efficiency, loss of materials, geometrics, etc.

This Contract is a LUMP SUM CONTRACT and Proposer shall include all costs which the Proposer may anticipate during the length of this project and the Contract. Proposer may also add any extras or deduct from the Estimating Worksheet that the Proposer may determine necessary to provide the quantity and quality of Work required by the Drawings, Specifications, Alternates, and any Addenda. The Lump Sum totals for Part A on the Estimating Worksheet should equal the Part A totals within the Bidder’s Bid Proposal Form.

Any increase or decrease in the quantities listed in the Lump Sum portion of the Worksheet and shown on the Drawing, for any item, shall not be regarded as sufficient grounds for an increase or decrease in the price of that item, nor total price of the Contract, nor in the time allowed for the completion of the Work, except as provided in the Contract Documents. The OWNER reserves the right to delete portions of the Work or add to the Work, as COUNTY deems necessary and shall have the right to use the Bidder 's Estimating Worksheet prices as a basis of negotiation if a change in the quantity of Work occurs.
