Cell 3 Landfill Base Construction – Technical Specifications Summary
This technical specifications document outlines the construction requirements for Cell 3 Class I landfill base liner system at Brevard County's Central Disposal Facility (CDF) in Cocoa, Florida. The project encompasses approximately 50 acres of double-lined landfill base construction including environmental cutoff wall installation, a 12-inch compacted subgrade, a dual geomembrane lining system with composite drainage layers and geosynthetic clay liner, a 24-inch protective sand layer, perimeter and interior berms, leachate collection laterals and headers with dual pump stations, landfill gas piping and condensate systems, groundwater monitoring wells, access ramps and driveways, and site restoration with sodding. The estimated construction period is 23 months from Notice-to-Proceed to substantial completion, with final certification expected within 27 months. The contractor must demonstrate minimum qualifications including three similar projects within the past five years for general construction and significantly higher standards for specialized subcontractors, with resumes and OSHA certifications required for key personnel including the project superintendent, project engineer, and health and safety officer.
The specifications establish comprehensive requirements for materials including 60-mil textured HDPE geomembrane, geosynthetic clay liner, composite drainage net, imported drainage sand meeting specific permeability standards, and all piping systems in various materials depending on application and exposure conditions. The contractor bears all costs for construction quality control testing, laboratory services, surveying, environmental protection measures, erosion and sediment control, dewatering, and traffic management throughout the active landfill facility. Payment is structured as a lump sum contract with a separate owner-controlled contingency fund of $750,000 for county-approved changes, with a one-year warranty period from final acceptance and potential three-year mitigation warranties for wetland impacts caused by contractor violations. The contract requires the contractor to maintain compliance with the Florida Department of Environmental Protection construction permit and all applicable federal, state, and local codes, with specific provisions addressing landfill gas system coordination, existing utility protection, and ongoing facility operations.
