About this opportunity

The City of Huntsville, Texas is requesting bids for removal and replacement of approximately 352 feet of collapsed culvert on 16th Street, Bid No. 26-33, with sealed bids due August 27, 2026 at 3:00 p.m. Central Time. A mandatory site visit is scheduled for August 12, 2026 at 10:00 a.m. at City Hall, 1212 Avenue M, Huntsville. Addendum No. 2 was issued August 20, 2026; bidders must acknowledge both Addendum No. 1 (issued August 17) and Addendum No. 2 with their bid packets under penalty of disqualification.

The scope includes replacement of an 18-inch reinforced concrete pipe culvert with Class III reinforced concrete pipe; restoration of approximately 24 feet of asphalt pavement; utility coordination with AT&T for pedestal stabilization (the existing culvert contains a surface sinkhole approximately 5 feet by 6 feet engulfing an AT&T pedestal); development and execution of a traffic control plan; stormwater maintenance throughout construction; and site restoration. The vendor is responsible for obtaining all required permits. Work must be completed within a maximum of 60 calendar days from award, subject to liquidated damages of $2,000 per calendar day for non-completion. All costs are firm for 120 days following bid opening.

The City will award based on best value considering vendor qualifications, past performance, availability, and overall value — not lowest price alone. Bidders must submit a 10 percent bid bond, references from at least three companies within the preceding 12 months, and provide a performance bond for the full contract amount from a certified Texas surety company within ten days of award. Commercial general liability insurance of $1 million per occurrence and $2 million aggregate, commercial automobile liability of $300,000 per occurrence, and workers' compensation insurance are required. The City Council award is anticipated for September 2026. Funding is pending City Council approval and subject to budget availability.
