This is a federal-grant-funded project subject to 2 CFR 200.317–200.327, including Davis-Bacon wage requirements, domestic preference rules, and U.S. Army Corps of Engineers Nationwide Permit 3 compliance—core eligibility and compliance gates.

The scope spans storm sewer and channel-lining repairs across multiple creek locations: 7th Street (storm sewer pipe, inlet, and headwall replacement plus washout remediation in Thomason Park); Cottonwood Channel Lining (approximately 2,315 tons of 18–24" riprap along Town Creek); Ryans Ferry Road (approximately 1,610 tons of riprap on Horse Creek); Sims Lane (1,000 cubic yards of 24" riprap on Tanyard Creek); Town Creek Washout (1,750 cubic yards of select fill, 250 cubic yards of riprap, and 14 cubic yards of concrete flume reconstruction); and Avenue J (300 cubic yards of 18–24" riprap). All work must be completed by October 30, 2026, with liquidated damages of $1,500 per calendar day for non-completion, capped at five permitted weather delay days. Vendors must demonstrate adequate personnel, equipment, financial status, technical experience, and satisfactory performance history. Stormwater Pollution Prevention Plan (SWPPP) compliance and federal, state, and local stormwater requirements apply throughout project duration.

Bidders must submit five copies with a 10% bid bond from a certified Texas surety, and upon award must provide 100% performance and 100% payment bonds within ten calendar days. Insurance requirements are Commercial General Liability $1 million per occurrence / $2 million aggregate, Commercial Automobile Liability $300,000 per occurrence, and Texas-mandated Workers' Compensation. Proof of active SAM.gov registration and a current W-9 form are required. Questions were due August 13, 2026; final addenda posted August 18, 2026. Payment is processed within 30 days of a complete invoice sent to accountspayable@huntsvilletx.gov. The City reserves the right to award on best value, reject any or all solicitations, award multiple vendors, and terminate with thirty days' notice or immediately for cause.
