About this opportunity

Los Alamos County is requesting quotes for AutoCAD Civil 3D training delivery by an Autodesk Certified Instructor or Certified Professional, with quotes due November 4, 2026 at 2:00 p.m. Mountain Time, and a question deadline of October 28, 2026 at 2:00 p.m. Mountain Time.

The training scope is a three-day on-site program (December 15–17, 2026) for 10 engineering and technical personnel at a Los Alamos County facility, covering four core modules: Foundational Surfaces and Survey Data, Roadway Corridors and Assemblies, Gravity Sewer and Storm Drain Networks, and Pressure Networks. The offeror must hold active ACI or ACP credentials, customize curriculum through a pre-training discovery call, and provide comprehensive digital training guides, exercise files, and sample datasets. County will supply the facility, 10 pre-loaded workstations with AutoCAD Civil 3D and County templates, and a facility coordinator. Deliverables include a pre-training consultation and finalized syllabus three weeks prior, digital datasets and student handouts one week prior, and execution of the three-day course.

The County contemplates a multi-term contract with potential duration of up to seven years and requests cost proposals for each year. The small purchase threshold is $60,000; if total estimated not-to-exceed compensation exceeds this threshold, the County reserves the right to issue a formal solicitation. Cost-plus-a-percentage-of-cost arrangements are prohibited. Travel reimbursement, if proposed as a direct expense, is subject to County guidelines: coach airfare, rental vehicles at $0.45 per mile minimum, hotel lodging capped at $250 per night (excluding tax), and per diem at $90 daily for multi-day travel or $40 for single-day travel. Lodging and airfare require receipts; entertainment, in-room movies, alcohol, mini bar, and tobacco are excluded.

Offerors must submit a Campaign Contribution Disclosure Form (mandatory for all prospective contractors, disclosing contributions exceeding $250 to any of seven County Councilors in the two-year period prior to submission), Debarment Certification, Verification of Authorized Offeror Form, and Agreement Deviations and Exceptions Form. Award is anticipated November 30, 2026. All quotes are public records under the New Mexico Inspection of Public Records Act.
