About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 20 is soliciting demolition and regrading of the exterior connecting corridor at Jonathan M. Wainwright Memorial VA Medical Center in Walla Walla, Washington, with proposals due August 26, 2026, at 11:00 a.m. PDT (extended from the original August 26 deadline by Amendment 0003, effective August 21). This procurement is a 100 percent Service-Disabled Veteran-Owned Small Business set-aside, foreclosing competition outside that pool.
Place of performance is Walla Walla, Washington. The scope requires complete demolition of the exterior connecting corridor, relocation of active utilities currently tied to the corridor underneath grade, disconnection and reconnection of mechanical, fire protection, and electrical systems across nine buildings (68, 69, 74, 75, 77, 78, 80, T-1, and T-2), and installation of architectural repairs including ramps, staircases, sidewalks, security camera infrastructure, and landscaping. The contract magnitude is between $5 million and $10 million with a period of performance of 365 calendar days from Notice to Proceed. NAICS code 238910, Site Preparation Contractors, applies; the small business size standard is $19 million. PSC code Z2DA applies.
Distinctive requirements include mandatory site visit on August 3, 2026, from 10:00 a.m. to 1:00 p.m. PDT; excavation and disposal of lead-contaminated soil (top 6 inches across the entire corridor footprint); asbestos and lead-based paint abatement by licensed contractors; TCLP analysis for lead-based paint debris to determine landfill versus specialized disposal; NPDES permitting and Stormfield Pollution Prevention Plan compliance; 75 percent recycled waste disposal (excluding hazardous materials); OSHA 10-hour Construction Safety certification for all employees; archaeological monitoring during excavation; phased construction with restrictions on Phase 3 work between June 19 and September 10 to prevent air quality concerns; installation of security camera systems using MaxPro VMS R670 and NVR 6.7 software; and comprehensive gap sealing across all disciplines. The contractor must furnish a separate Contractor Quality Control System Manager with five years' minimum experience, maintain full-time onsite presence, and complete the Construction Quality Management course within 90 days of award if not current. Key Personnel must include a Project Manager, Site Superintendent, and Site Safety and Health Officer with specified certifications.
Evaluation uses competitive, best value tradeoff procedures under FAR Part 15, with four weighted factors: Technical Expertise and Risk (25 pages), Key Personnel Qualifications (20 pages), Past Performance (25 pages), and Price (no page limit). Non-price factors are of approximately equal importance and significantly more important than price. Past performance submissions must include 2 to 5 demolition projects completed or 75 percent complete within the past five years similar in scope, complexity, and size. Offerors must be registered in SAM.gov and SBA VetCert database at proposal submission. A bid guarantee of 20 percent of the bid price or $3 million, whichever is less, is required.
Questions deadline is August 10, 2026, at 11:00 a.m. PDT. Five amendments have been issued: Amendment 0001 (August 17) adds site visit sign-in sheet and updated wage determination dated May 18, 2026; Amendment 0002 (August 20) adds 11 attachments including Quality Control specifications, hazardous materials and lead-based paint survey reports, video surveillance specifications, staging and safety railing plans, electrical designs, and geotechnical reports; Amendment 0003 (August 21) extends proposal deadline to August 31, 2026, at 08:00 a.m. PDT; Amendment 0004 (embedded in source) provides electrical design sheets from RFI 55 and RFI 54; and Amendment 0005 (August 26) clarifies TCLP analysis requirements for lead-based paint debris. Prevailing wage rates under Davis-Bacon Act apply per General Decision WA20260117 effective January 23, 2026 (updated May 18, 2026). Contractor Rules of Behavior and limitations on subcontracting apply; general construction contracts limit subcontracting to 85 percent of government-paid amounts to non-certified firms, excluding materials.
Contracting office is VA Network Contracting Office 20 in Vancouver, Washington (Contracting Officer: Susan Howe; Points of Contact: cynthia.dmitrijev@va.gov and susan.howe2@va.gov).
